De nouvelles règles sur les taux de TVA offrent davantage de flexibilité aux États membres
tout en soutenant les priorités de l'UE dans les domaines de l'écologie, du numérique et de
la santé publique
La Commission se félicite de l'accord intervenu aujourd'hui entre les ministres des finances de l'UE
en vue de mettre à jour les règles actuelles régissant les taux de taxe sur la valeur ajoutée (TVA)
applicables aux biens et services. Grâce à ces nouvelles règles, les administrations publiques
disposeront d'une plus grande flexibilité en ce qui concerne les taux qu'elles peuvent appliquer et
l'égalité de traitement entre les États membres sera garantie. Parallèlement, la législation actualisée
alignera les règles de TVA sur les priorités communes de l'UE telles que la lutte contre le
changement climatique, l'appui à la numérisation et la protection de la santé publique. Paolo
Gentiloni, commissaire chargé de l'économie, a déclaré à ce sujet: « L'accord unanime intervenu
aujourd'hui en vue de moderniser les règles régissant les taux de TVA est une excellente nouvelle.
C'est l'aboutissement de négociations marathon, qui montre qu'avec de la volonté, tout devient
possible - une voie à suivre pour l'Europe. Les États membres disposeront d'une plus grande marge
de manœuvre pour faire en sorte que leurs systèmes de TVA tiennent compte des choix politiques
nationaux, tout en garantissant la cohérence avec les priorités communes européennes, à savoir les
transitions écologique et numérique et, bien entendu, la protection de la santé publique. » Le

La Commission se réjouit de l'accord politique sur l'Année européenne de la jeunesse
La Commission salue l'accord politique conclu hier soir par le Parlement européen et le Conseil pour
faire de 2022 l'Année européenne de la jeunesse. À la suite de l'annonce faite par la présidente von
der Leyen dans son discours sur l'état de l'Union de 2021 selon laquelle 2022 devrait être une
année consacrée à valoriser les jeunes qui ont tant donné aux autres, la Commission a présenté aux
colégislateurs, en octobre, sa proposition officielle visant à proclamer 2022 Année européenne de la
jeunesse. Tout au long de l'année 2022, la Commission coordonnera toute une série d'activités en
contact étroit avec le Parlement européen, les États membres, les autorités régionales et locales, les
organisations de jeunesse et les jeunes eux-mêmes. Les initiatives en cours d'élaboration dans le
cadre de l'Année européenne de la jeunesse bénéficieront d'un soutien de 8 millions d'euros
provenant d'Erasmus+ et du corps européen de solidarité, un complément spécial pour l'Année
européenne de la jeunesse décidé par l'autorité budgétaire pour 2022. D'autres programmes et
instruments de l'Union contribueront également de manière significative aux objectifs et activités de
l'Année. Les jeunes Européens bénéficieront de nombreuses possibilités d'acquérir des
connaissances, des aptitudes et des compétences pour leur développement professionnel et de
renforcer leur engagement civique pour façonner l'avenir de l'Europe. Pour que l'Année européenne
de la jeunesse soit une réussite, il est important de la façonner avec les personnes qui en
bénéficieront le plus. Un rapport sur l'enquête en ligne lancée en octobre montre que près de 5,000
réponses ont été reçues de tous les États membres. Une majorité de répondants (58,8 %) ont
déclaré vouloir contribuer activement à l'Année européenne de la jeunesse. L'Année européenne de la
jeunesse devrait être lancée en janvier sous la présidence française. De plus amples informations

Western Balkan partners, Georgia and Israel become associated to Horizon Europe
The Commission has signed agreements for closer cooperation in research and innovation with the
Western Balkans - Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia and Serbia - as

well as with Georgia and Israel. For the period 2021-2027, they have been granted association status
to Horizon Europe, Europe's €95.5 billion research and innovation programme. Researchers,
innovators and research entities established in these countries can now participate, under the same
conditions as entities from the EU Member States. Mariya Gabriel, Commissioner for Innovation,
Research, Culture, Education and Youth, said: “I am very pleased that we have moved forward with
our association agreements with many more partners. Association to Horizon Europe is of mutual
benefit, for the EU and for our partners, enabling tighter cooperation to boost our green and digital
agendas, as well as to attract investment in research and innovation and create jobs and growth.”
Association to Horizon Europe supports the 'Global Approach to Research and Innovation' and
reconfirms Europe's commitment to a level of global openness needed to drive excellence, pool
resources for faster scientific progress and develop vibrant innovation ecosystems. Except for Kosovo,
which is new to the programme, the Western Balkan partners have been associated to Horizon 2020,
the previous EU research and innovation programme (2014-2020). More information is available

Agriculture : la nouvelle PAC entre en vigueur
Les nouveaux règlements de la PAC, qui constituent les actes de base, ont été publiés au Journal
officiel hier 6 décembre. Un accord politique entre le Parlement européen et le Conseil a été conclu le
25 juin, introduisant une politique agricole commune (PAC) plus équitable, plus verte, plus
respectueuse des animaux et plus souple. Elle comprend des ambitions environnementales et
climatiques plus élevées, alignées sur le pacte vert, ainsi qu'une répartition plus équitable des aides,
en particulier pour les petites et moyennes exploitations familiales et les jeunes agriculteurs. Le
Parlement européen et le Conseil ont voté positivement sur les nouveaux règlements les 23
novembre et 2 décembre 2021 respectivement. En ce qui concerne les prochaines étapes, la
législation dite secondaire, détaillant la mise en œuvre de la nouvelle PAC, est actuellement en
préparation. Les actes secondaires les plus urgents seront adoptés par la Commission avant la fin de
l'année, le reste devrait être adopté au cours de la première partie de 2022. Les États membres ont
jusqu'au 31 décembre 2021 pour soumettre leurs plans stratégiques de la PAC. La Commission
évaluera ensuite ces plans et fournira ses observations aux États membres. La Commission dispose
de six mois pour approuver les plans, tels que révisés par les États membres si nécessaire, afin qu'ils
s'appliquent à compter du 1er janvier 2023, date à laquelle la nouvelle PAC entrera en application,

Euro changeover: Partnership Agreement with Croatia for the organisation of information
and communication campaigns signed
Yesterday, the European Commission and Croatia signed a Partnership Agreement for the
organisation of information and communication campaigns on the changeover to the euro in Croatia.
This is part of the preparatory steps for Croatia to join the euro area. The document was signed on
the margins of the Eurogroup meeting by Valdis Dombrovskis, Executive Vice-President of the
Commission, Paolo Gentiloni, Commissioner for Economy, and Zdravko Marić, Deputy Prime Minister
and Minister of Finance of Croatia. The Partnership Agreement is a political commitment from the
Commission to support the organisation of information and communication campaigns on the
changeover to the euro in Croatia planned on 1 January 2023, provided that the country fulfils all the
convergence criteria. It is the basis for the preparation and signature of a Grant Agreement, which
will allow the Commission to co-finance communication activities on the euro changeover in Croatia.

State aid: Commission approves €133 million Swedish scheme to support rail freight and
passenger operators affected by the coronavirus outbreak
The European Commission has approved, under EU State aid rules, a €133 million (SEK 1,370
million) Swedish scheme to support the rail freight sector and the rail passenger sector in the
context of the coronavirus outbreak. Support under the scheme will take the form of a reduction of
the charges due by railway companies to access rail infrastructure in both the rail freight and the rail
passenger sectors. The Commission found that the scheme is beneficial for the environment and for
mobility as it supports rail transport, which is less polluting than road transport, while also

decreasing road congestion. The Commission also found that the measure is proportionate and
necessary to achieve the objective pursued, namely to support the modal shift from road to rail
whilst not leading to undue competition distortions. Finally, the reduction of infrastructure charges is
in line with Regulation (EU) 2020/1429. As a result, the Commission concluded that the measures
comply with EU State aid rules, in particular the 2008 Commission Guidelines on State aid for railway
undertakings. Executive Vice-President Margrethe Vestager, in charge of competition policy, said:
“The scheme approved today will help rail freight and passenger operators in Sweden weather the
difficult situation caused by the coronavirus outbreak. The measure will contribute to maintaining the
competitiveness of rail compared to other modes of transport, in line with the objectives of the
European Green Deal. We continue working with all Member States to ensure that national support
measures can be put in place as quickly and effectively as possible, in line with EU rules.” A press

State aid: Commission approves €5.5 million Estonian scheme to support dairy and pork
meat producers in the context of the coronavirus outbreak
The European Commission has approved a €5.5 million Estonian scheme to support dairy and pork
meat producers affected by the coronavirus outbreak. The scheme was approved under the State Aid
Temporary Framework. Under the scheme, the public support will take the form of direct grants. The
aim of the scheme is to address the liquidity needs of the beneficiaries and to help them continue
their activities during and after the outbreak. The Commission found that the Estonian scheme is in
line with the conditions of the Temporary Framework. In particular, the aid (i) will not exceed
€290,000 per beneficiary; and (ii) will be granted no later than 30 June 2022. The Commission
therefore concluded that the measure is necessary, appropriate and proportionate to remedy a
serious disturbance in the economy of a Member State, in line with Article 107(3)(b) TFEU and the
conditions set out in the Temporary Framework. On this basis, the Commission approved the scheme
under EU State aid rules. More information on the Temporary Framework and other actions taken by

Mergers: Commission clears acquisition of joint control of Termica Colleferro by Cogenio
and Avio
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint
control of Termica Colleferro S.p.A. by Cogenio S.r.l. and Avio S.p.A., all of Italy. Termica Colleferro is
active in the generation of electricity and thermic energy through a cogeneration plant in Italy.
Cogenio, belonging to the M&G group, is active in Italy in the field of plant engineering and services
related to the production, distribution and use of electrical energy, heating, steam and cooling
systems, as well as energy efficiency systems. Avio is active in the aerospace industries. The
Commission concluded that the proposed acquisition would not raise competition concerns, given
Termica Colleferro's negligible foreseen activities within the European Economic Area and the limited
overlaps between the activities of the companies. The transaction was examined under the simplified

Mergers: Commission clears acquisition of sole control of Allnex by PTTGC
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole
control of Allnex Holding GmbH (‘Allnex') of Germany by PTT Global Chemical Public Company
Limited (‘PTTGC') of Thailand. Allnex is active in the development, production and supply of synthetic
industrial coating resins. PTTGC is active worldwide in the development, manufacture and supply of
petrochemical and chemical products. PTTGC is controlled by PTT Public Company Limited of
Thailand, which is ultimately controlled by the Thai Ministry of Finance. The proposed transaction
results in numerous vertical relationships between the activities of the companies, as PTTGC's
products serve as inputs for Allnex's products. The transaction also results in limited horizontal
overlaps. The Commission concluded that the proposed transaction would raise no competition
concerns given that, in all of the markets under consideration, the respective market shares of the
companies are limited and other well-established players are present. The transaction was examined

Mergers: Commission clears acquisition of Hill-Rom by Baxter
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole
control of Hill-Rom Holdings, Inc. by Baxter International Inc., both of the US. Hill-Rom is a global
medical equipment company. Baxter is a global manufacturer of healthcare products. The
Commission concluded that the proposed acquisition would raise no competition concerns, given the
limited overlaps between the activities of the companies. The transaction was examined under the

Concentrations: La Commission autorise une entreprise commune entre Société Générale et
Hyundai Motor Company
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, la
création d'une entreprise commune par Société Générale, S.A., basée en France, et Hyundai Motor
Company, basée en Corée du Sud. L'entreprise commune, basée en France, sera active dans la
provision de solutions de financement automobile, telles que des prêts et leasing, et services liés,

Mergers: Commission clears acquisition of Panzani by CVC
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole
control of Panzani SAS (‘Panzani') of France by CVC Partners SICAV-FIS S.A. (‘CVC') of
Luxembourg. Panzani manufactures and distributes dry pasta, couscous, semolina, sauces and ready
meals. CVC is active in the management of investment funds and platforms. The Commission
concluded that the proposed acquisition would raise no competition concerns, because there are no
horizontal overlaps or vertical relationships between the business activities of Panzani and those of
CVC within the European Economic Area. The transaction was examined under the simplified merger

EU-NGO Human Rights Forum: EU, UN and civil society discuss the impact of coronavirus on
fundamental freedoms
Today and tomorrow, the EU and the Human Rights Democracy Network organise the 23rd EU-NGO
Human Rights Forum. The focus of this year's virtual forum is on how to better protect civic space
worldwide and promote a rights-based recovery. Today, High Representative/Vice-President for
Foreign Affairs and Security Policy, Josep Borrell, and Commissioner for International Partnerships,
Jutta Urpilainen, will give opening remarks. A high-level panel will follow with the EU Special
Representative for Human Rights, Eamon Gilmore. In 13 panels and interactive sessions, the EU, civil
society, UN experts and members of academia will discuss recovering from the impact that the
coronavirus pandemic has had on fundamental freedoms such as civic space online and offline,
freedom of expression, peaceful assembly, access to health, including universal healthcare, sexual

and reproductive rights as well as economic, social and labour rights, such as child labour and social
protection. More than 500 NGOs and human rights defenders from more than 100 countries are

Protéger les enfants contre les abus sexuels: la commissaire Johansson participe à un
événement au Parlement européen
Cet après-midi, la commissaire chargée des affaires intérieures, Ylva Johansson, participera à un
événement sur la lutte contre l'exploitation et les abus sexuels sur les enfants organisé par
l'intergroupe du Parlement européen sur les droits de l'enfant. La commissaire participera à une table
ronde axée sur la nécessité d'une réponse mondiale aux abus sexuels commis sur des enfants. La
première vice-présidente du Parlement européen Roberta Metsola, et les députés européens David
Lega, Hilde Vautmans et Caterina Chinnici, coprésidents de l'intergroupe sur les droits de l'enfant, y
participeront, ainsi que des représentants d'organisations de la société civile. Comme annoncé dans
la stratégie de l'UE pour une lutte plus efficace contre les abus sexuels commis contre des enfants, la
Commission prévoit de proposer une nouvelle législation globale assortie de garanties détaillées pour
lutter contre les abus sexuels commis contre les enfants en ligne et hors ligne. L'événement

Crisis management: EU Civil Protection Knowledge Network launched
On today's Union Civil Protection Knowledge Network Day, Commissioner for Crisis Management,
Janez Lenarčič, is inaugurating the Union Civil Protection Knowledge Network to enhance the EU's
ability to better deal with disasters by sharing knowledge. On this occasion, Commissioner Lenarčič
said: “To face current and future crises we need to become better in involving experts, policy makers
and researchers in our prevention, preparedness and response actions. With the EC Civil Protection
Knowledge Network in place, the EU will be better informed and prepared for such shocks. Scientific
insights, innovation and operational expertise make a real difference to save people's lives when
shared across borders and among disaster management practitioners.” The 2019 legislative upgrade
to the EU Civil Protection Mechanism has laid the foundation for the Network that brings together
civil protection and disaster management experts and facilitates the exchange of scientific insights,
best practices and lessons learned. The Network also builds on scientific information provided by the

EU Internet Forum: Shared responsibilities of governments and platforms for ensuring
security online
Tomorrow afternoon, Commissioner for Home Affairs, Ylva Johansson, will host the 7th ministerial
meeting of the EU Internet Forum, bringing together Justice and Home Affairs Ministers, Europol,
online platforms, international partners and researchers to discuss shared responsibilities for
ensuring security online. Among specific topics, participants will exchange on the protection of
children from sexual abuse online and from radicalisation and recruitment by violent extremist
groups. The Ministerial meeting will provide the opportunity to introduce new Internet Forum
members: TikTok, Twitch, Discord and Yubo. Opening remarks by Commissioner Johansson and
Minister Aleš Hojs representing the Slovenian Council Presidency will be livestreamed here starting
