Welcome to the March 2020 selection of books recently added to the Council Library collections.
We publish this list on a monthly basis. The current and the past lists can also be downloaded from
our blog.

                                                        "What is Europe? A continent fragmented through the
                                                        centuries by wars, border conflicts and cultural diversity. As
                                                        Europeans, we do not have a common language or a common
                                                        history, but we do have common roots, needs and ambitions.
                                                        These similarities led us to fulfil what at the end of the Second
                                                        World War could have been called a “reasonable utopia” — the
                                                        European Union. The Spanish writer Javier Cercas
                                                        investigates Europe and Europeans, our past, the conflicts, the
                                                        ideologies and the people who forged Europe as we know it
                                                        today. Though no final answer to all the questions can be
                                                        found, the conclusion seems inevitable: Europe will be unified,
                                                        naturally, sooner or later, despite all the hostility."

Du lobbying au E-lobbying

                                                       "Ce livre est le résultat d’une longue expérience en lobbying et
                                                       de trois ans d’observation d’affaires réelles dans lesquelles le
                                                       « e-lobbying » a supplanté le lobbying auprès des institutions
                                                       publiques et des entreprises. Le e-lobbying est en effet un
                                                       processus d’intervention sur la toile devenu courant et visant à
                                                       orienter l’opinion publique pour influencer indirectement le
                                                       décideur. Ce processus reflète d’une démocratie plus

                                                       "Mirroring     the      long-established     structure     of the
                                                       financial industry, EU financial regulation as we know it today
                                                       approaches banking, insurance and investment services
                                                       separately and often divergently. In recent decades however,
                                                       the clear separation between financial sectors has gradually
                                                       evaporated, as business lines have converged across sectors
                                                       and FinTech solutions have emerged which do not fit traditional
                                                       sector boundaries. As the contours of the traditional tripartition
                                                       in the financial industry have faded, the diverging regulatory

L'autorité européenne du travail

                                                       "La libre circulation des travailleurs et la libre prestation de
                                                       services dans l’Union sont deux piliers fondamentaux du
                                                       projet européen. Pourtant, au fil des années, ces piliers n’ont
                                                       cessé de se fissurer sous les coups de plusieurs abus :
                                                       concurrence déloyale entre travailleurs, fraude et abus en
                                                       matière de détachement … Désormais, l’Autorité européenne
                                                       du travail devrait aider les citoyens à connaître leurs droits et
                                                       les États membres à les faire respecter. Elle devrait aussi
                                                       servir à renforcer la coopération entre les États membres pour
                                                       s’assurer que les autorités nationales travaillent ensemble à

                                                       "La Cour de justice de l’Union européenne a connu de
                                                       nombreuses réformes depuis une quinzaine d’années.
                                                       Certaines ont été prévues lors de la révision des traités. Le
                                                       statut de la Cour de justice et les règlements de procédure des
                                                       juridictions de l’Union ont par ailleurs fait l’objet d’importantes
                                                       révisions ces dernières années, visant notamment à renforcer
                                                       l’efficacité des procédures. La dernière réforme date du 17 avril
                                                       2019 et introduit un nouveau mécanisme de filtrage des
                                                       pourvois."

How press propaganda paved the way to Brexit

                                                       "This book traces how right-wing newspapers in Britain helped
                                                       shape British public opinion about the European Union over
                                                       the course of the 20 years preceding the EU referendum in
                                                       June 2016. The author argues that newspapers such as the
                                                       Telegraph, Mail, Sun and Express have been effectively
                                                       waging a long-term propaganda war, with the distortions and
                                                       borderline fake news presented one of the factors that helped
                                                       secure the narrow majority for Brexit. Written by an EU insider,
                                                       the book presents hard facts and debunks the core myths on
                                                       EU laws, exorbitant budget contributions and uncontrolled
                                                       immigration, and contributes to the broader debate on the
                                                       importance of the press for democracy."

                                                       values?

                                                       "This book explores how the rising numbers of refugees
                                                       entering Europe from 2015 onwards played into fears of
                                                       cultural, religious, and ethnic differences across the
                                                       continent. The migrant, or refugee crisis, prompted fierce
                                                       debate about European norms and values, with some
                                                       commentators questioning whether mostly Muslim refugees
                                                       would be able to adhere to these values, and be able to
                                                       integrate into a predominantly Christian European society."
