EU Digital COVID Certificate: Commission adopts equivalence decisions for Armenia and the
United Kingdom
Today, the European Commission adopted two new decisions certifying that COVID-19 certificates
issued by Armenia and the United Kingdom are equivalent to the EU Digital COVID Certificate. As a
result, the two countries will be connected to the EU's system and the COVID certificates they issue
will be accepted in the EU under the same conditions as the EU Digital COVID Certificate. At the
same time, the two countries agreed to accept the EU Digital COVID Certificate for travel from the EU
to their countries. Commissioner for Justice, Didier Reynders, said: “Safer travel is a reality thanks
to the EU Digital COVID Certificate, which is now the leading global standard: 45 countries in four
continents are connected to the system and more will follow in the coming weeks and months. We
are open to other countries to join our system.” The two decisions adopted today will enter into force

European Green Deal: Commission adopts new limits for some of the most harmful
chemicals in waste
Today, the European Commission adopted a proposal to protect human health and the environment
from some of the most harmful chemicals in waste - Persistent Organic Pollutants (POPs). The
proposal tightens the limits for these chemicals in waste, preventing them from re-entering the
economy. Commissioner for the Environment, Oceans and Fisheries, Virginijus Sinkevičius, said:
“Today, we are taking one more step forward towards delivering on our promise to eradicate the
most harmful pollutants from our daily lives. Removing persistent chemicals in waste is essential to
protect our health and our environment. Ambitious limits for these substances are also needed to
foster high-quality, toxic-free secondary materials that can be safely used in a growing circular
economy.” Persistent Organic Pollutants are chemicals with toxic properties that remain in the
environment for a very long time, accumulate in food chains and can harm human health and the
environment. With today's proposal the objective is to eliminate or minimise POPs' emissions from
waste. The proposal is an important step in achieving a more circular economy as announced under
the Circular Economy Action Plan. It contributes to the European Green Deal's Zero Pollution Action

Fonds européen d'ajustement à la mondialisation: 5,4 millions d'euros pour soutenir 801
travailleurs licenciés en Sardaigne
La Commission européenne propose aujourd'hui de soutenir plus de 800 travailleurs licenciés dans la
région de Sardaigne, Italie. Ces 801 personnes comprennent 611 anciens travailleurs d'Air Italy et
190 anciens travailleurs de Porto Canale, à Cagliari, qui ont perdu leur emploi à la suite de
restructurations et de la mondialisation. Les 5,4 millions d'euros proposés au titre du Fonds européen
d'ajustement à la mondialisation en faveur des travailleurs licenciés (FEM) aideront ces travailleurs à
trouver un nouvel emploi en suivant des études ou une formation, ou à créer leur propre entreprise.
Nicolas Schmit, commissaire chargé de l'emploi et des droits sociaux, a déclaré: « Le marché du
travail de la Sardaigne est limité en raison de son insularité et de sa situation éloignée du continent.
La Commission a proposé une aide financière de 5,4 millions d'euros au titre du Fonds européen
d'ajustement à la mondialisation afin d'offrir aux travailleurs licenciés des mesures actives
supplémentaires sur le marché du travail dont ils ont besoin pour relancer leur carrière. » L'aide du
FEM aidera les autorités sardes à financer des mesures telles que l'orientation professionnelle et une
aide individualisée à la recherche d'emploi. La formation contribuera également à améliorer les

compétences numériques des travailleurs licenciés et contribuera donc à la transition numérique
dans les secteurs de la logistique et de la circulation des marchandises. Les propositions de la

Décennie d'action pour la sécurité routière 2021-2030 : la Commission européenne salue le
lancement du Plan global des Nations Unies
La Commission européenne se félicite du lancement aujourd'hui du Plan global des Nations Unies,
définissant les moyens nécessaires afin d'atteindre l'objectif de réduction de 50 % du nombre de
morts et de blessés sur les routes d'ici à 2030. Ce plan encourage les gouvernements, les agences
nationales et internationales, les organisations non gouvernementales, les fondations, le secteur de
l'éducation ainsi que les entreprises privées à jouer leur rôle dans la mise en œuvre de politiques et
d'actions qui contribueront à réduire le nombre de victimes de la route. Il renforce et soutient
également les objectifs posés par la Commission européenne dans le cadre politique de l'UE pour la
sécurité routière 2021-2030, visant à réduire de moitié le nombre de morts et de blessés graves sur
les routes européennes d'ici 2030. La commissaire Adina Vălean, responsable de la mobilité et des
transports, a déclaré : « Je salue chaleureusement le lancement du Plan global des Nations Unies
pour la décennie d'action pour la sécurité routière, visant à prévenir au moins 50 % des décès et des
blessures dus aux accidents de la route d'ici 2030. Dans l'UE, nous sommes déjà en train d'agir dans
plusieurs de ces domaines, comme la mise en place de normes techniques pour les véhicules et les
infrastructures, les règles relatives aux permis de conduire et au contrôle technique, le financement
prioritaire de l'amélioration de la sécurité routière et la sensibilisation des organisations de la société
civile. » Avec 42 décès sur les routes pour 1 million d'habitants, l'UE reste le continent dont les
routes sont les plus sûres au monde. Toutefois, la Commission européenne s'emploie à mettre en
œuvre tous les éléments de son cadre d'action pour la sécurité routière de 2019 afin d'atteindre les

2021 Gender Equality Index: Europe has made little progress since last year*
Today the European Institute for Gender Equality (EIGE) has published the results of its annual
Gender Equality Index. Overall, the EU scored 68 points out of 100, which is an increase of just 0.6
points since last year's edition. EIGE's Index also reveals big variations in gender equality scores
between countries, ranging from 83.9 points in Sweden to 52.6 points in Greece. This year's index
focused on mental, sexual and reproductive health. Commissioner for Equality, Helena Dalli said:
“Equal access to good quality health services, including sexual and reproductive health and rights,
allows women and men, in all their diversity, to live a full and active life in society.” The EU Gender
Equality Strategy 2020-2025 sets out the Commission's current priorities in the field of gender

Commissioner Lenarčič in Bangladesh: EU provides €12 million for displaced Rohingyas in
Bangladesh and Myanmar
Commissioner for Crisis Management, Janez Lenarčič, is concluding today a three-day visit to
Bangladesh to see the situation on the ground in the context of the worsening humanitarian crisis
affecting Rohingya people. In the margins of his visit, he announced an additional €12 million in
humanitarian aid funding for the Rohingya in Bangladesh and Myanmar. Commissioner Lenarčič
said: "The EU is providing an additional humanitarian aid for the affected Rohingya in Bangladesh as
well as in Myanmar, where the root causes of this crisis lie. This new funding reaffirms the European
Union stands by Bangladesh and its people which hosts nearly a million Rohingya, who had to flee
their homes to save their lives. At the same time I wish to commend our partners, who are
supporting the refugees on a daily basis. We closely monitor the humanitarian situation in the region
and remain committed to provide life-saving assistance, including through innovative ways to
elevate displaced Rogingya's standard of living, as well as long-term support to Rohingya and host

Réunion informelle des ministres des Affaires économiques et financières, le 28 octobre
Le vice-président exécutif Valdis Dombrovskis et le commissaire Paolo Gentiloni ont représenté la
Commission européenne lors de la réunion informelle par vidéoconférence des ministres des Affaires
économiques et financières qui a eu lieu aujourd'hui à Bruxelles. Les ministres se sont concentrés sur
la reprise économique. Ils ont fait le point sur la mise en œuvre de la Facilité pour la reprise et la
résilience et échangé leur vues sur les propositions par la Commission de décisions d'exécution du
Conseil concernant les plans pour la reprise et de résilience de l'Estonie, la Finlande et la Roumanie,

State aid: Commission approves €96.9 million Italian scheme to support companies hiring
female workers in the context of the coronavirus outbreak
The European Commission has approved a €96.9 million Italian scheme to support companies hiring
female workers in the context of the coronavirus outbreak. The scheme was approved under the
State aid Temporary Framework. The aim of the measure is to reduce the labour costs of the
beneficiaries thereby helping them address their liquidity needs and promote employment of female
workers who have experienced a period of unemployment or of unregularly paid employment. Under
the scheme, the aid will take the form of an exemption from payment of social security contributions
for contracts concluded in 2021 with female workers. The exemption will apply for a period of 12
months in case of fixed-term contracts and for a period or 18 months in case of open-ended
contracts. Eligible beneficiaries can receive up to a maximum annual amount of €6,000 per
employee. The exemption will only apply when the hiring leads to a net increase of the number of
employees. The Commission found that the scheme is in line with the conditions set out in the
Temporary Framework. In particular, the aid (i) will not exceed €225,000 per company active in the
primary production of agricultural products, €270,000 per company active in the fisheries and
aquaculture sectors and €1.8 million per company active in all other sectors; and (ii) will be granted
no later than 31 December 2021. The Commission concluded that the measure is necessary,
appropriate and proportionate to remedy a serious disturbance in the economy of a Member State, in
line with Article 107(3)(b) TFEU and the conditions set out in the Temporary Framework. On this
basis, the Commission approved the measure under EU State aid rules. More information on the

Mergers: Commission opens in-depth investigation into proposed acquisition of Arm by
NVIDIA
The European Commission has opened an in-depth investigation to assess the proposed acquisition
of Arm by NVIDIA under the EU Merger Regulation. The Commission is concerned that the merged
entity would have the ability and incentive to restrict access by NVIDIA's rivals to Arm's technology
and that the proposed transaction could lead to higher prices, less choice and reduced innovation in
the semiconductor industry. Following its preliminary investigation, the Commission considers that
Arm has significant market power on the market for the licensing of Central Processing Unit (‘CPU')
IP for use in processor products. Therefore, the Commission has concerns that the merged entity
would have the ability to restrict or degrade access to Arm's technology by providers of processor
products NVIDIA may compete with. The Commission will now carry out an in-depth investigation
into the effects of the transaction to determine whether its initial competition concerns regarding
these markets are confirmed. The Commission now has 90 working days, until 15 March 2022 to take
a decision. The opening of an in-depth inquiry does not prejudge the final result of the investigation.

Mergers: Commission clears acquisition of joint control of ICR by CDPQ and Investcorp
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint
control of ICR OPCO, LLC (‘ICR') of the US by Caisse de dépôt et placement de Québec (‘CDPQ') of
Canada and Investcorp Holdings B.S.C. (‘Investcorp') of the Kingdom of Bahrain. ICR provides

strategic communication and advice services, specialised in investor and public relations, crisis and
special situations communications, digital branding and capital advisory solutions. CDPQ is a long-
term institutional investor, managing funds primarily for public and parapublic pension and
insurance plans. Investcorp is an international financial institution acting as a principal and as an
intermediary in international investment transactions. The Commission concluded that the proposed
acquisition would raise no competition concerns because of the limited impact it would have on the
market. The transaction was examined under the simplified merger review procedure. More

Stimuler l'innovation régionale: la commissaire Gabriel visite l'Institut européen
d'innovation et de technologie à Budapest
Mariya Gabriel, commissaire à l'innovation, à la recherche, à la culture, à l'éducation et à la
jeunesse, se rend aujourd'hui au siège de l'Institut européen d'innovation et de technologie (EIT) à
Budapest pour discuter du rôle de l'EIT dans le renforcement de la capacité d'innovation européenne
et dans la stimulation de l'innovation régionale. La commissaire Gabriel rencontre des innovateurs
de la communauté de l'EIT, des entrepreneurs et des investisseurs hongrois et participe à une
tournée d'innovation présentant des produits soutenus par la communauté de l'EIT, tel que Upper
Hand Mask, un masque réutilisable, respectueux de l'environnement et autodésinfectant, soutenu en
un temps record par l'initiative communautaire de réaction aux crises de l'EIT. La commissaire aura
également l'occasion de visiter le centre communautaire de l'EIT, récemment inaugurée à Budapest,
afin de rencontrer les participants au programme « Girls Go Circular ». Le programme dote les filles
âgées de 14 à 18 ans de toute l'Europe de compétences numériques et entrepreneuriales. La
commissaire consacrera également du temps au programme régional d'innovation de l'EIT, qui
soutient davantage d'entrepreneurs d'Europe centrale et orientale. Commentant cette visite, la

Les commissaires Reynders et Dalli participent à une conférence sur les crimes et discours
haineux
Aujourd'hui, Didier Reynders, commissaire chargé de la justice, et Helena Dalli, commissaire
chargée de l'égalité, participent à la conférence intitulée « Faire disparaître les crimes et les discours
haineux — Réponses efficaces aux crimes et discours haineux en ligne, et protection des victimes »
organisée conjointement par la Commission, la présidence slovène et le ministère de la justice
slovène. La conférence réunit des représentants de différentes organisations européennes et
internationales, des autorités nationales, des organisations de la société civile, des experts et des
représentants d'entreprises informatiques. Dans son discours d'ouverture, le commissaire Reynders
a déclaré: « Les discours et les crimes de haine sont la cause de grandes souffrances. Les victimes
souffrent parce qu'elles sont attaquées. Nous devons protéger ces victimes et protéger nos
démocraties pluralistes de ce préjudice majeur. » La commissaire Dalli, qui clôturera la conférence
d'aujourd'hui, a déclaré: « Il n'existe pas de solution unique ou un acteur unique capable de gagner
contre la haine. Nous devons travailler ensemble et unir nos forces pour protéger nos démocraties et
promouvoir nos valeurs communes. » Plus tard dans l'année, la Commission présentera une initiative
visant à étendre la liste des crimes de l'UE aux crimes et discours haineux. La Commission a
également lancé le Code de conduite sur la lutte contre les discours haineux illégaux en ligne au
moyen de plateformes informatiques, qui contribue à prévenir et à contrer la propagation de ces
