DiscoverEU: Commission to provide 60,000 rail passes to young Europeans*
The Commission is providing free travel rail passes to 60,000 Europeans aged from 18 to 20 years,
thanks to DiscoverEU. Applications open tomorrow, 12 October, at noon and close on 26 October, at
noon, for a travel period in 2022 - the European Year of Youth. Vice-President for the European Way
of Life, Margaritis Schinas, said: “Over the past 18 months, in a true spirit of solidarity, our young
people have sacrificed valuable youthful and defining moments of their lives. I am delighted that the
Commission offers today a European boom of mobility with the 60,000 train passes. This European
boom of mobility and opportunities will be further fostered by Erasmus+ and many more initiatives
coming for the European Year of Youth in 2022.” Commissioner for Innovation, Research, Culture,
Education and Youth, Mariya Gabriel, said: “I am glad to open this new round of DiscoverEU to give
60,000 young people the chance to discover the richness of our continent. In the spirit of the
Commission designating 2022 the European Year of Youth, DiscoverEU is back, bigger than ever,
with new opportunities for young people to take a train, broaden their horizons, extend their
learning, enrich their experiences and meet fellow Europeans while travelling by rail as of March
2022.” This application round is open to young Europeans born between 1 July 2001 and 31
December 2003. Exceptionally, 19 and 20 year-olds can also apply after their rounds were postponed
due to the COVID-19 pandemic. Successful applicants can travel between March 2022 and February
2023 for up to 30 days. As the evolution of the pandemic remains unknown, all travellers will be
offered flexible bookings. To reinforce sustainable travel - and support the European Green Deal,
DiscoverEU participants will predominantly travel by rail. Every Member State is allocated a number
of travel passes, based on its population, as a proportion of the overall population of the European

La politique de cohésion de l'UE en première ligne de la relance: 34 milliards d'euros
accordés aux régions et aux villes en 4 mois seulement
Aujourd'hui, à l'occasion de la conférence de presse de lancement de la 19e Semaine européenne des
régions et des villes 2021, la Commission fait le point sur la mise en œuvre de l'Aide à la relance
pour la cohésion et les territoires d'Europe (REACT-EU). Avec 34,1 milliards d'euros accordés et 3,5
milliards d'euros déjà versés en quatre mois seulement, REACT-EU a été le tout premier instrument
de NextGenerationEU à effectuer des paiements pour le redressement des États membres. La
commissaire chargée de la cohésion et des réformes, Elisa Ferreira, a déclaré: « La politique de
cohésion a été au premier plan pendant la phase d'urgence de la pandémie et constitue une fois de
plus l'une des principales politiques de reprise dans l'UE. Les instruments de la politique de cohésion
ont fourni les équipements de santé nécessaires aux citoyens et apporté l'aide essentielle aux petites
entreprises tout en procurant une contribution cruciale à la transition numérique et verte de
l'ensemble de l'UE. Je suis heureuse de voir que ces réalisations sont également de plus en plus
reconnues par les citoyens européens. Le territoire et les personnes doivent rester au centre des
efforts de redressement des États membres. » Le commissaire chargé de l'emploi et des droits

The Commission proposes additional funding to support global vaccination and to respond
to global emergencies
The European Commission has proposed to amend the EU Budget 2021 to provide additional support
to policy areas which need reinforcement in view of recent developments and additional needs.
Concretely, this Draft Amending Budget 6 will help speed up global vaccinations. It will provide an
additional €450 million to reach the €1.3 billion which are needed to secure an additional 200 million
doses of vaccines against COVID-19 for low and middle-income countries through COVAX, as
announced by President von der Leyen in her State of the Union speech. This Draft Amending
Budget 6 also proposes reinforcing the EU Civil Protection Mechanism with €57.8 million. The funds
foreseen in the budget to address emergencies need to be increased to cover the costs of the
response to the emergencies and natural disasters which occurred last summer, including
repatriation flights for EU nationals based in Afghanistan, operations in Haiti following the recent
earthquake and fighting forest fires in Europe. The Draft Amending Budget needs to be approved by

L'UE annonce une contribution vitale de 92 millions d'euros en faveur des opérations de
l'UNRWA
L'Union européenne a versé un montant de 92 millions d'euros à l'Office de secours et de travaux des
Nations unies pour les réfugiés de Palestine (UNRWA) pour continuer ses opérations essentielles.
Josep Borrell, haut représentant de l'Union pour les affaires étrangères et la politique de sécurité et
vice-président de la Commission, a déclaré: « Nous restons déterminés à soutenir l'UNRWA sur le
long terme, tant sur le plan politique que financier. Notre soutien à l'UNRWA n'est pas seulement un
devoir humanitaire ; il contribue également à maintenir les perspectives d'une paix durable entre
Israéliens et Palestiniens. Les services de l'UNRWA restent essentiels pour contribuer à une solution
négociée viable fondée sur la coexistence de deux États, y compris une solution équitable, acceptée

Zero pollution: Commission report shows more needs to be done against water pollution
from nitrates
The latest Commission Report on the implementation of the Nitrates Directive (based on data for
2016-2019) warns that nitrates are still causing harmful pollution to water in the EU. Excessive
nitrates in water are harmful to both human health and ecosystems, causing oxygen depletion and
eutrophication. Where national authorities and farmers have cleaned up waters, it has had a positive
impact on drinking water supply and biodiversity, and on the sectors such as fisheries and tourism
that depend on them. Nevertheless, excessive fertilisation remains a problem in many parts of the
EU. Virginijus Sinkevičius, Commissioner for the Environment, Fisheries and Oceans, said: "The
implementation of the Nitrates Directive over the last 30 years has undoubtedly increased water
quality overall in the EU. We also see that real efforts to switch to sustainable methods are paying
off. However, the pace of change is not enough to prevent damage to human health and preserve
fragile ecosystems. In line with the European Green Deal, more urgent action is now needed to
achieve a sustainable agriculture and protect our precious water supply.” Nitrate concentrations have
fallen in both surface and groundwater in the EU compared to the situation prior to the adoption of
the Nitrates Directive in 1991. However, the new report reveals that little progress has been made
over the last decade and nutrient pollution from agriculture is still a serious concern for many

Member States. The Commission will act to improve compliance with the Nitrates Directive, which is
a prerequisite for reaching the European Green Deal objective of reducing nutrient losses by at least

Climate Action: EU-China joint press communiqué on the fight against climate change
ahead of COP26
Following their second high-level environment and climate dialogue on 27 September 2021,
Commission Executive Vice-President Frans Timmermans and Vice Premier of the People's Republic
of China Han Zheng on Sunday reaffirmed their commitment to the Paris Agreement and a successful
outcome of the COP26 in Glasgow. In a joint press release, they stressed the urgency to act
immediately, notably in the light of the Sixth Assessment Report of the Intergovernmental Panel on
Climate Change. They also confirmed that that the high-level environment and climate dialogue will
continue to be a key platform between the EU and China to enhance actions and bilateral cooperation
on environment and in the fight against climate change. During their last meeting, they discussed
various aspects of the global climate and biodiversity crises, with a focus on the forthcoming UNFCCC
COP26 in Glasgow and on COP15 of the Convention on Biological Diversity in Kunming. More details

State aid: Commission approves €150 million German scheme to support organisers of
trade fairs and exhibitions in the context of the coronavirus outbreak
The European Commission has approved a €150 million German scheme to support organisers of fair
trades and exhibitions in the context of the coronavirus outbreak. The aim of the scheme is to
compensate them for the costs of organising such events, scheduled to take place between 1 October
2021 and 30 September 2022, should they be cancelled as a result of restrictive measures in place
to limit the spread of the virus. The measure is open to organisers of all sizes active in Germany. The
compensation is limited to actual net costs of the cancelled fair or exhibition, that is the costs minus
any amount obtained from insurance, or any other source, including subsidies. The aid will take the
form of direct grants for up to 80% of the eligible costs. The Commission found that the scheme is in
line with Article 107(2)(b) of the Treaty on the Functioning of the European Union (TFEU). In
particular, (i) the scheme will compensate damages that are directly linked to the coronavirus
outbreak and to the restrictive measures implemented by the German authorities, and (ii) the
envisaged compensation will not exceed what is necessary to make good the damage. The
Commission therefore concluded that the scheme is in line with EU State aid rules. More information

Dussur et Figeac Aéro
La Commission européenne a approuvé, en vertu du règlement européen sur les concentrations, la
création d'une entreprise commune, SAMI Figeac Aero Manufacturing LLC, par Saudi Arabian Military
Industries Company (« SAMI »), Saudi Arabian Industrial Investments Company (« Dussur »),
toutes deux basées en Arabie Saoudite, et Figeac Aéro SA (« FGA »), basée en France. L'entreprise
commune fabriquera des composants d'avions métalliques de haute précision en Arabie saoudite.
SAMI appartient au fonds d'investissement souverain d'Arabie Saoudite (Public Investment Fund of
Saudi Arabia, « PIF ») et investit dans la fabrication de produits militaires innovants et la fourniture
de services connexes. Dussur, contrôlée conjointement par PIF et la société Saudi Arabian Oil
Company, est une société d'investissement spécialisée dans les investissements industriels
stratégiques. FGA est un fabricant international de composants aéronautiques. La Commission a
conclu que l'acquisition envisagée ne soulèverait pas de problème de concurrence compte tenu de

Mergers: Commission clears acquisition of Reno De Medici by Apollo
The European Commission has approved, under the EU Merger Regulation, the acquisition of sole
control of Reno De Medici S.p.A. of Italy by Apollo Management L.P. (‘Apollo') of the US. Reno De
Medici manufactures, produces, and distributes recycled and specialty cardboard products. Apollo
invests in companies and debt issued by companies involved in various sectors. The Commission
concluded that the proposed acquisition would raise no competition concerns, given that there are no
horizontal or vertical overlaps between the activities of the two companies. The transaction was
examined under the simplified merger review procedure. More information is available on the

Suite à la réunion du cadre inclusif de l'OCDE/G20 concernant l'accord global sur la réforme de la
fiscalité internationale, la présidente von der Leyen a déclaré : « Je me félicite de l'accord intervenu
aujourd'hui sur la réforme fiscale mondiale. Nous vivons un moment historique. Il s'agit là d'une
avancée majeure pour rendre notre système fiscal mondial plus équitable. La Commission
européenne soutient résolument cet effort international. Je tiens à remercier le commissaire Paolo
Gentiloni et ses services pour leur travail inlassable à cet égard. En effet demander aux grandes
entreprises de payer un juste montant d'impôt n'est pas seulement une question de finances
publiques. C'est avant tout une simple question d'équité. Nous voulons une société dans laquelle il
existe un ensemble unique de règles pour tous. Toutes les entreprises doivent payer leur juste part
de l'impôt. Je n'ignore pas que parvenir à ce stade a impliqué des choix difficiles pour de nombreux
pays. Mais nous devons garder à l'esprit les avantages à long terme de cet accord. Il renforcera notre
économie sociale de marché et notre marché unique. Je me réjouis à la perspective du sommet du
G20 qui se tiendra à la fin du mois, au cours duquel nous parachèverons les détails de cet accord. Il
nous faudra ensuite le mettre en œuvre. Nous travaillerons en étroite collaboration avec les États
membres pour faire en sorte que l'UE progresse de manière unie. Parallèlement, nous continuerons à

Déclaration de la commissaire Kyriakides à l'occasion de la Journée mondiale de la santé
mentale
À l'approche de la Journée mondiale de la santé mentale, le 10 octobre 2021, Stella Kyriakides,
commissaire chargée de la santé et de la sécurité alimentaire, a fait la déclaration suivante: « Les
citoyens de l'UE et du monde entier ont fait preuve d'une résilience et d'une force impressionnantes
face à une crise de santé publique sans précédent. Mais dans le même temps, après 18 mois de vie
avec la COVID-19, une pandémie silencieuse de problèmes de santé mentale est en train d'éclater
dans toute l'Union européenne et au-delà, affectant de manière disproportionnée les plus
vulnérables. Les inégalités existantes sont devenues encore plus manifestes. C'est pourquoi le thème
de cette année, « La santé mentale dans un monde inégal », est très pertinent. Au cours des 18
derniers mois, nos travailleurs de première ligne ont été confrontés à des quarts de travail
interminables et épuisants. Nous avons vu des soignants et des citoyens âgés passer des mois à
vivre en isolement. Beaucoup ont perdu des membres de leur famille, d'autres des proches, des
maisons ou des emplois. Les enfants manquent à la socialisation et à l'éducation, les parents luttent,
les violences domestiques sont de plus en plus fréquentes. Chaque vague du virus pose
incontestablement de nouveaux défis pour la santé mentale de chaque individu. En outre, les
patients diagnostiqués par la COVID-19 peuvent présenter des problèmes psychiatriques, voire
neurologiques. L'impact mental de la COVID-19 touche toutes nos sociétés. Nous devons nous
efforcer de mettre en place de systèmes de santé plus résilients, soutenir ceux qui en ont besoin et
lutter contre la stigmatisation qui entoure la santé mentale. La facilité pour la reprise et la résilience,

qui est au cœur de NextGenerationEU, aidera l'UE à sortir plus forte et plus résiliente de la pandémie.
Je me réjouis que plusieurs États membres, dans le cadre de leurs plans de redressement et de
résilience, investissent dans le soutien à la santé mentale et dans la modernisation des services ainsi

EU-Ukraine Summit to take place in Kyiv
Tomorrow, Commission President Ursula von der Leyen and European Council President Charles
Michel will join the President of Ukraine, Volodymyr Zelenskyy, for the 23rd EU-Ukraine Summit. The
High Representative of the Union for Foreign Affairs and Security Policy/Vice-President of the
European Commission, Josep Borrell, will also participate. The Summit will provide an opportunity
for the leaders to give additional momentum to the comprehensive partnership between the
European Union and Ukraine. Upon conclusion of the Summit, three sectoral agreements will be
signed, the EU-Ukraine Common Civil Aviation Area Agreement, Ukraine's association to Horizon
Europe and the Euratom Research and Training Programme; and Ukraine's association to Creative
Europe programme. A joint press conference with President von der Leyen, President Michel and

EU leading the ambition for a new agreement for nature and people at UN Biodiversity
Summit COP15
The 15th Meeting of the Conference of the Parties to the Convention on Biological Diversity (COP15)
kicks off today. Hosted by China, the first phase takes place virtually from 11 to 15 October 2021 in
Kunming, followed by the second phase in spring 2022. The first virtual segment brings together
ministers from around the world, to demonstrate their commitment to achieving the 2050 vision of
living in harmony with nature and putting it on a path to recovery by 2030. The EU is represented at
the virtual conference by Commissioner for Environment, Oceans and Fisheries, Virginijus
Sinkevičius. Commissioner Sinkevičius said: “Nature is under unprecedented pressure by the
biodiversity and climate crises. At COP15, the EU will highlight this urgency and lead international
efforts in halting biodiversity loss. The international community will seek to agree on an ambitious
global biodiversity framework with strong monitoring to measure progress on the ground. This is a
generational task – we must succeed in offering a liveable and thriving planet to future generations.”
To achieve an ambitious global agreement as set out in the Biodiversity Strategy for 2030, the EU
will negotiate for a framework with: ambitious, measurable and time-bound goals, milestones, and
targets for all of the world's ecosystems to be restored, resilient, and adequately protected by 2050;
a target to protect at least 30% of world's land and oceans by 2030; stronger implementation,
monitoring and review processes; and operational provisions to mobilise finance. In this context, in
September, President Ursula von der Leyen announced that the EU will double its international
biodiversity financing, in particular for the most vulnerable countries. With the European Green Deal,
Europe is leading by example, creating pathways for a nature-positive, climate neutral and equitable

Commissioner Johansson in Turkey
Today and tomorrow, Commissioner for Home Affairs, Ylva Johansson, will be in Ankara, Turkey. The
Commissioner will co-chair the first EU-Turkey High-Level dialogue on Migration and Security with
Minister of Interior, Süleyman Soylu. The dialogue follows the 24-25 June conclusions of the
European Council where Leaders expressed the EU's readiness to engage with Turkey and discussed
holding high-level dialogues with Turkey on issues of mutual interest. The EU-Turkey Statement, the
situation in Afghanistan and migration and security matters affecting the EU and Turkey will be

Commissioner Breton in Sweden to support green and digital transformation of industry
Today, Commissioner Breton will meet in Stockholm with the Minister of Home affairs Mikael
Damberg to notably discuss the European Cyber Resilience Act. He will then have an exchange with
Northvolt's President, Carl-Eric Lagercrantz, and CEO Peter Carlsson. He will also hold a meeting with
Henrik Henriksson, CEO of H2 Green Steel. Both companies are prime examples of deployment at
industrial scale of decarbonised technologies, with batteries and steel made using green hydrogen.
Tomorrow, Commissioner Breton will meet with the Minister for Foreign Trade Anna Hallberg on how
to deepen the Single Market. He will then discuss Digital Decade with the Minister for Energy and
Digital Development Anders Ygeman. He will also exchange with Members of the Swedish Parliament
from Committees on Industry and on European Affairs. Commissioner Breton will then travel to
Gothenburg to visit ‘CampX', Volvo's research center where he will see the world's first fossil-free
steel vehicle produced in Sweden. The visit will notably be followed by a discussion with the CEO and

Executive Vice-President Dombrovskis in Italy for G20 Trade Ministers' meeting
Executive Vice-President Valdis Dombrovskis will be in Sorrento, Italy, tomorrow to attend the G20
Trade Ministers' meeting. This ministerial meeting, organised as part of the G20 Leaders Summit,
will be an opportunity for ministers to discuss key issues to ensure a successful and productive 12th
WTO Ministerial Conference later this year. The morning session will focus on trade and health, and
trade and environmental sustainability. The second session, a working lunch, will focus on services
and investment, and micro, small and medium companies' participation in world trade. The third
session will close with an exchange of views on government support and WTO reform. The 2021 G20,
under the Italian Presidency, will focus on three broad, interconnected pillars of action: People,
