“Grand Paris Express” Bron: SGP Deze paper is bedoeld om de Vlaamse bedrijven wegwijs te maken in de aanbestedingsprocedures (Procédures de passation des marchés) en planningsfases met betrekking tot de aanleg van de “Grand Paris Express”, het megaproject voor de 21e eeuw, het grootste infrastructuurproject en transportnetwerk in Europa, dat de territoria van Groot-Parijs zal doorkruisen, deze onderling en ook met de stad Parijs zal verbinden. Het huidige netwerk zal met 200 km automatische lijnen, waarvan 90% ondergronds en 68 gloednieuwe stations, versterkt worden. Vier nieuwe lijnen (15, 16, 17 en 18) komen erbij en lijn 14 wordt zowel noord- als zuidwaarts verlengd. De Grand Paris Express zal de belangrijke activiteitencentra (luchthavens, zakencentra, onderzoekscentra en universiteiten) en grootstedelijke zones die momenteel moeilijk bereikbaar zijn, bedienen. Op 20 maart 2012 werd het project in Aulnay-sous-Bois gelanceerd met de grondtestcampagne voor het toekomstige traject van de Grand Paris Express. De werken startten effectief in 2015 met oplevering voorzien tussen 2024 en 2030. De eerste ingebruikneming ervan zal in 2024 geschieden. De bouw van de Grand Paris Express was dan ook één van de belangrijkste troeven van de stad Parijs om het bod van de Olympische Spelen in 2024 te winnen. De nieuwe lijnen zullen verschillende Olympische locaties bedienen, waaronder het officiële dorp in de buurt van het station van Saint-Denis Pleyel. Dit station biedt ook een gemakkelijke toegang tot het Stade de France, waar de openings- en slotceremonies zullen plaatsvinden. Een andere belangrijke locatie voor de Olympische Spelen is Le Bourget. In de buurt van deze luchthaven zullen drie tijdelijke arena's plaats bieden aan het mediadorp en verschillende disciplines. Deze site zal, indien technisch haalbaar, door lijn 17 van de Grand Paris Express bediend worden.
De Société du Grand Paris (SGP), het in 2010 opgerichte bedrijf voor dit project, doet beroep op
buitenlandse bedrijven om deel te nemen aan de totstandkoming van dit megaproject, zeker een
gelegenheid voor de Vlaamse bedrijven om hierop in te spelen en de diverse aanbestedingen in te
kijken om na te gaan of het profiel van hun bedrijf ervoor in aanmerking komt.
SGP zorgt ervoor dat openbare aanbestedingen op transparante en eerlijke wijze toegankelijk zijn
voor alle ondernemingen, zowel voor grote groepen als voor kmo’s.
De meeste aankopen, diensten of werken die SGP onderneemt, zijn derhalve overheidsopdrachten
met publicatie, met concurrentie en met (het verstrekken van) een bedrijfsconsultatiedossier “BCD”
(Business Consultation File).
Om deze aanpak, met name voor werk- en systeemcontracten, te waarborgen, vraagt SGP dat de
bedrijfsgroepen die op haar aanbestedingen ingaan, ten minste 20% van de werken laten
uitvoeren door kmo’s in co-contracting of uitbesteding (outsourcing) en, dat 6% van de gewerkte
uren gereserveerd wordt voor professionele integratie.
In augustus 2019 waren reeds 21 aanbestedingen gegund, 38 lopende en 36 komende met nog
enkele waarvan de toewijzing nog moet afgerond worden. Een overzicht van deze aanbestedingen
staat in de bijlage “1308 Les marchés de construction du nouveau métro (août 2019)”, voor de
Engelse versie zie bijlage ”1334 Contracts - English (august 2019)”, voor toegekende inschrijvingen

2. AGENDA - INGEBRUIKNEMING VAN DE GRAND PARIS
EXPRESS

▪ pour la ligne 17, les appels d’offres seront lancés au plus tôt pour vérifier la faisabilité technique
d’une mise en service jusqu’au Bourget Aéroport dès 2024.
Ces lignes bénéficieront au plus grand nombre de Franciliens et desserviront les principaux sites
olympiques pour les Jeux de Paris 2024*.

De realisatie van Grand Paris Express gaat gepaard met een innovatief (communicatie)middel, namelijk ‘de
MetroFabriek’, een illustratie van een goede partnerschapsbenadering van Société du Grand Paris:
ingenieurs, architecten, studenten en medewerkers van Société du Grand Paris werken hier samen zij aan
zij om de nieuwe metro te bouwen.
In de eerste plaats is de MetroFabriek een locatie van experimenten en demonstraties voor de
ontwerpbehoeften van de GPE. Stationelementen worden levensgroot weergegeven en zijn een waardevolle
ondersteuning bij de besluitvorming in het ontwerp- en productieproces. Het is een werkruimte voor
degenen die betrokken zijn bij de creatieve en innovatieve benaderingen.
De MetroFabriek staat ook open voor het grote publiek. De totale oppervlakte MetroFabriek bedraagt 2.500
m².
