                           publicly available Eurostat data. These data are only available retrospectively, usually on an annualised basis, and
                           therefore do not reflect the latest state-of-play following the outbreak of the war.

               Résumé      The Covid-19 pandemic was a severe blow to EU Member States. Thanks to rapid and resolute responses at Member
                           State and EU level, the economic impact of the pandemic was less severe than initially forecast and – at least until
                           early 2022 – the economy seemed on the way to recovery. New challenges, both external (such as Russia’s war on
                           Ukraine) and internal (such as inflation) could jeopardise this, however. In its Spring 2022 Economic Forecasts, the
                           European Commission has revised the EU’s growth outlook downwards, and inflation forecasts upwards. In that
                           context, this publication, the first in a series to be updated twice a year, aims to track the state of the EU economy and
                           the trend of the recovery. It partly follows Eurostat’s ‘recovery dashboard’, in choosing GDP, inflation, the
                           unemployment and ‘not in employment, education or training’ (NEETs) rates, as well as the deficit and debt indicators.
                           The unemployment and NEETs rates, however, are broken down by gender, to highlight the significant differences
                           faced by women in the labour market. Similarly, the publication focuses on the main components of the harmonised
                           index of consumer prices (HICP), to show the various trends and their evolution over the past three years. In addition,
                           it provides information on the use of the extraordinary tools the EU created to mitigate the socio-economic impact of
                           the pandemic and promote a quality recovery: the three safety nets initially established for workers, businesses and
                           sovereigns, as well as the subsequent ground-breaking Next Generation EU (NGEU) recovery instrument with its
                           Recovery and Resilience Facility (RRF).

Russia's war on Ukraine: EU-Ukraine trade in agri-food products

               Résumé      Up until the 2022 Russian invasion, Ukraine was exporting more than 40 % of its goods to the EU, making the EU the
                           country's leading trading partner. The principal goods imported by the EU were raw materials, chemical products and
                           machinery. With regard to the agri-food sector, Ukraine supplied almost half of the cereals and vegetable oils and a
                           quarter of the poultry meat imported to Europe. While the full impact of the Russian invasion on Ukraine's agri-food
                           trade has still to be assessed, some possible scenarios have already emerged.

               Résumé The economies of most ASEAN countries contracted due to the turmoil caused by the Covid-19 pandemic in 2020.
                        Three of them, however, (Brunei, Myanmar/Burma and Vietnam) still managed to grow in terms of GDP, although at a
                        much slower rate than in previous years. Despite the fact that the value of trade in goods declined by 10 % to €189
                        billion, the ASEAN countries remain an important partner for the EU, collectively representing 5 % of the EU’s overall
                        trade in 2020, ranking in sixth place after China, USA, APEC members (other than ASEAN), the UK and Switzerland.
                        At the same time the EU is the fourth biggest trade partner of the ASEAN group after China, other APEC members and
                        the USA. Mechanical appliances, electrical equipment and agri-food make up half of the trade in goods between the
                        two blocs, both for exports and on the import side.

United States Congress: Facts and Figures

               Résumé      The Congress is the legislative branch of the US system of government. It is divided into two chambers: the House of
                           Representatives (lower chamber) and the Senate (upper chamber). The formal powers of Congress are set out in
                           Article 1 of the US Constitution, and include making laws, collecting revenue, borrowing and spending money,
                           declaring war, making treaties with foreign nations, and overseeing the executive branch. Elections to the US
                           Congress occur in November every second year, with the Congress convening the following January. The current,
                           117th, Congress was elected in November 2020 and was convened in January 2021. The US has a long-standing two-
                           party system, which means that nearly all members of Congress belong to either the Republican or Democratic parties,
                           while independent members (if any) generally align or sit with one of the two main parties. At the most recent,
                           simultaneous US Presidential and Congressional elections, in November 2020, the Democratic party won the White
                           House. The Democrats retained a reduced majority in the House of Representatives, whilst both parties got the same
                           number of seats in the Senate (including two Independent Senators who sit with the Democrats), where the Democrats
                           now enjoy a de facto majority because of the casting vote of the US Vice-President, Kamala Harris. This EPRS
                           Briefing is designed to provide key facts and figures about the US Congress as an institution, including relevant
                           comparisons with the European Parliament (EP). The back page contains a map showing the location of the various
                           Congressional buildings on Capitol Hill, home to the Congress in Washington DC. This updates previous EPRS

               Résumé The European Commission is the executive body of the European Union. Under the Treaties, its tasks are to 'promote
                        the general interest of the Union', without prejudice to individual Member States, to 'ensure the application of the
                        Treaties' and adopted measures, and to 'execute the budget'. It also holds a virtual monopoly on the right of legislative
                        initiative, alone proposing nearly all EU legislation to the European Parliament and the Council of the EU. The College
                        of Commissioners is currently composed of 27 individuals: the President, Ursula von der Leyen, three Executive Vice-
                        Presidents, five Vice-Presidents and eighteen Commissioners. The Executive Vice-Presidents both manage a specific
                        portfolio and coordinate one of the core parts of the Commission's political agenda. The five Vice-Presidents each
                        coordinate a single specific policy priority. The other Commissioners manage the specific portfolios, under the
                        coordination of the Vice-Presidents. This Briefing sets out the responsibilities, composition and work of the
                        Commission and its leadership, both in the current Commission and in the past. It also gives details of the staff of the
                        Commission’s departments, their main places of employment, gender distribution and national background, as well as
                        providing a breakdown of the EU’s administrative budget and budgetary management responsibilities.

A Just Transition Fund for climate-neutral EU regions

               Résumé The EU aims to cut greenhouse gas emissions by at least 55 % by 2030, and achieve climate neutrality by 2050. The
                        transition to clean energy will be a challenge for those regions highly dependent on fossil fuels and high-emission
                        industries, in particular regions with a high level of employment in the coal sector. The new Just Transition Fund,
                        complementing the existing cohesion policy funds, will provide support to address the social, economic and
                        environmental impacts of the transition in the most affected territories. This paper looks at the new fund and its
                        allocation mechanism; it focuses on the EU coal industry and the potential for clean energy solutions in a selection of
                        coal regions; and finally, it gives an overview of the level of greenhouse gas emissions in the EU by NUTS2 region.

               Résumé In May 2019, on a turnout of 51%, European Union citizens elected their representatives to the European Parliament
                        for the next five years. On 31 January 2020, the United Kingdom withdrew from the Union. Of the 73 seats vacated by
                        Members elected in the UK, 27 have been redistributed among 14 Member States, while 46 remain available for
                        potential EU enlargements and/or the possible creation of a transnational constituency in the future. The number of
                        seats in the Parliament has fallen from 751 to 705. The 705 MEPs elected have an average age of 51 years (with the
                        youngest being 22 and the oldest 83). A majority of MEPs (415) are new to the Parliament. Women now represent
                        39.6% of all MEPs.

                           prominent concerns therein. This infographic offers a closer look at the labour market situation in 2019, referring to the

               Résumé      The 26 countries of the Schengen Area are only meant to reintroduce border controls between themselves in specific

                           a result of the spread of coronavirus. This infographic shows the latest situation in respect of border controls put in

               Résumé This year marks the 25th anniversary of the Fourth United Nations World Conference on Women in Beijing, which
                        represented a turning point for the global agenda for gender equality and resulted in pivotal commitments and
                        objectives, the results of which we still measure today. The Beijing Declaration and the Platform for Action, adopted
                        unanimously by 189 countries at the Conference in 1995, is considered to be the most comprehensive global policy
                        framework for the rights of women. It recognises women’s rights as human rights and sets out a comprehensive
                        roadmap for achieving equality between women and men, with concrete measures and measurable outcomes across a
                        range of issues affecting women and girls. These outcomes are divided into 12 inter-related areas where a need for
                        urgent action was identified: poverty, education and training, health care, violence against women and girls, armed
                        conflict, economic empowerment, power and decision-making, mechanisms to promote advancement of women,
                        women’s human rights, the media, the environment and the rights of the girl child.

               Résumé      The Congress is the legislative branch of the US system of government and is divided into two chambers: the House of
                           Representatives (lower chamber) and the Senate (upper chamber). The formal powers of the Congress are set out in
                           Article 1 of the US Constitution, and include making laws, collecting revenue, borrowing and spending money,
                           declaring war, making treaties with foreign nations, and overseeing the executive branch. Elections to the US
                           Congress occur in November every second year, with the Congress convening the following January. The current,
                           116th, Congress was elected in November 2018 and was convened in January 2019. The US has a long-standing two-
                           party system, which means that nearly all members of Congress belong to either the Republican or Democratic parties,
                           while independent members (if any) generally align or sit with one of the two main parties. At the most recent
                           simultaneous US Congressional and Presidential elections, back in November 2016, the Republicans won majorities in
                           both houses of Congress, as well as winning the White House. However, the Democrats gained a majority in the
                           House of Representatives at the November 2018 mid-term elections. This EPRS Briefing is designed to provide key
                           facts and figures about the US Congress as an institution, including relevant comparisons with the European
                           Parliament (EP). The back page contains a map showing the location of the various Congressional buildings on Capitol
                           Hill, home to the Congress in Washington DC.

The 2021-2027 Multiannual Financial Framework in figures

               Résumé The Multiannual Financial Framework (MFF) sets the maximum level of resources (‘ceiling’) for each major category
                        (‘heading’) of EU spending for a period of seven years. In addition to a financial plan, it sets the EU’s long-term
                        priorities. With the 2014-2020 MFF nearing its end, the EU is now in negotiations on the next long-term budget. In May
                        2018, the European Commission presented a package of legislative proposals for the 2021-2027 MFF. Equivalent to
                        1.11 % of EU-27 gross national income (GNI), it takes into account the initiatives to which the Member States
                        committed in the Bratislava and Rome declarations, as well as the loss of a major contributor due to the United
                        Kingdom’s withdrawal from the EU. The European Parliament considers the proposal insufficient, given all
                        commitments and priorities, and estimates that the MFF ceiling should amount to 1.3 % of EU-27 GNI. The Member
                        States’ views on both the size and other aspects of the future MFF diverge, and the Council has not yet agreed its
                        position. EU leaders are expected to take the next important decisions on the matter during the first half of 2020. The
                        resources proposed for the 2021-2027 MFF are distributed across seven headings, representing the EU’s long-term
                        priorities. They include spending programmes and funds that are the basis for the implementation of the EU budget.
                        Our infographic provides a breakdown of the proposals for each of the seven headings, as well as an indication of the
                        changes from the current MFF (2014-2027) represented by both the Commission's proposal and Parliament's position
                        on that proposal.

Mercosur: Economic indicators and trade with EU

               Résumé      Mercosur, the 'southern common market', was founded in 1991 when Argentina, Brazil, Paraguay, and Uruguay signed
                           the Treaty of Asunción. In 2012, Venezuela formally joined Mercosur as a fifth member, but in December 2016 the
                           country was suspended temporarily for failure to transpose Mercosur rules into Venezuelan law. In August 2017, the
                           suspension was prolonged indefinitely. This paper presents economic indicators for the four members, for example
                           showing their GDP and labour market situations, and it also shows those countries’ relative positions on several
                           indexes that assess the situation in terms of doing business, corruption and human development. Finally, it looks at
                           trade between the EU and Mercosur – of both goods and services – highlighting the main trading partners, and the
                           main products and services that the EU exports to and imports from the four Mercosur members.

Snapshot of the EU regions with a view to selected Europe 2020 targets

               Résumé      In 2014-2020, €461 billion from the EU budget is allocated to EU regions for investments in support of the strategy for
                           smart, sustainable and inclusive growth (Europe 2020). The NUTS 2 classification (Nomenclature of Territorial Units
                           for Statistics) divides EU territory into 281regions with population thresholds between 800000 and 3000000. It is used
                           for the purpose of collection and harmonisation of statistics and for socio-economic analysis. Furthermore, it is used for
                           allocating European structural and investment funds (ESIF) to EU regions. This paper provides statistics for the NUTS
                           2 regions with a focus on selected Europe 2020 targets, firstly looking at GDP and unemployment for the years 2007
                           and 2017/18. It shows the employment situation of the younger generation in 2018. It then considers employment,
                           poverty and education in the light of selected Europe 2020 targets, and internet usage in view of the EU’s digital
                           agenda. Finally, it shows the ESIF allocation for the 2014-2020 period and EU payments up to June 2019.

               Résumé      En mai 2019, les citoyens européens ont élu leurs représentants au Parlement européen afin de défendre leurs
                           intérêts dans l’Union européenne au cours des cinq prochaines années. Le taux de participation aux élections de cette
                           année s’élève à 51 %, soit une augmentation de 8,3 points de pourcentage par rapport aux dernières élections de
                           2014. C’est également la première fois depuis 1999 que plus de la moitié des citoyens adultes ont voté. La moyenne
                           d’âge des 751 députés élus au Parlement européen est de 50 ans (le plus jeune ayant 21 ans et le plus âgé 82 ans).
                           Les nouveaux députés sont majoritaires (435). Les femmes représentent 40,4 % de l’ensemble des députés.

               Résumé The European Union complements national health and education policies, in particular those with a cross-border
                        dimension. The main responsibility for health and education, however, lies with the governments of its Member States.
                        This combination explains the spread in government expenditure on national welfare policies among the Member
                        States, and in particular in individual direct payments for health. In terms of the gender gap in the area, women with
                        tertiary education still suffer employment gaps. Moreover, national differences in the number of hospital beds available
                        and people suffering from obesity, mainly concentrated among elderly people, also stand out.

               Résumé Important effects of the ageing of its population will influence the future of the European Union (EU). The population is
                        dramatically ageing, driven both by significant increases in life expectancy and by lower fertility rates than in the past.
                        Population growth is therefore slowing down, along with an increasing old-age dependency ratio. Free movement
                        within the EU, in particular east-west movement of EU citizens, has increased, reducing the population of some
                        Member States, while increasing that of others. These changes have serious implications across a range of areas,
                        including the economy, labour market, healthcare and pensions. Hence, they deserve in-depth analysis.

               Résumé The concept of participation lies at the heart of the European project, however recent years have seen a decrease in
                        electoral turnout in contrast to the broader feelings of EU citizens of being part of a wider project promoting prosperity,
                        social cohesion, unity and tolerance. Participation differs among different groups, and among the most explored is the
                        gender gap in political participation, even though progress has been achieved over the years. Nowadays many
                        European citizens show an increasing attachment to the EU, and its democracy, despite the perception of corruption
                        and the challenges to press freedom affecting Member States to different degrees.

               Résumé The European Union (EU) has been protecting the environment since the early 1970s, considering economic
                        prosperity and environmental protection interdependent. As energy policies are a competence shared between the EU
                        and its Member States (MS) joint strategic planning is strongly developed. Human activities can have adverse impacts
                        on the environment, and subsequently on our well-being. Therefore, it is vital to monitor how MS perform in terms of
                        greenhouse gas (GHG) emissions and energy supply, considering that alongside the energy model, human behaviour
                        of EU citizens represents the key element to prevent climate change.

Maternity and paternity leave in the EU

               Résumé This infographic aims to present the current maternity and paternity leave situation in EU Member States. Maternity
                        leave policies in EU Member States are governed by the 1992 Pregnant Workers Directive. A new proposed directive
                        on work-life balance, due to be voted on by Parliament in April 2019, is expected to introduce a mandatory period of
                        paternity leave across the Union. Most EU countries also grant an additional period of parental leave, but parental
                        leave is not covered in this infographic. This revised version presents the situation in the 28 Member States as known
                        to us on 18 March 2019.
