Appel aux gouvernements groenlandais et danois et à l'Union
européenne pour qu'ils contribuent à protéger l'environnement
groenlandais et arctique
Nuuk, Narsaq, Qaqortoq, Copenhague, Aarhus, Bruxelles, Amsterdam et Berlin, 10 février 2021
La déclaration suivante a été signée par 141 ONG :
De nouvelles stratégies arctiques sont en cours dans le royaume danois et dans l'Union européenne.
En encourageant l'exploitation minière à grande échelle et l'extraction de pétrole et de gaz, les
stratégies existantes ont un impact négatif sur l'environnement vierge du Groenland.
Malheureusement, rien n'indique que les nouvelles stratégies seront différentes. Le Groenland
possède certaines des plus grandes réserves de pétrole, de gaz et de minéraux du monde et il existe
actuellement environ 70 licences d’exploration et d’exploitation à grande échelle au Groenland,
couvrant des milliers de kilomètres carrés, et presque toutes liées à des projets d’exploitation
minière à ciel ouvert. La plupart de ces exploitations sont situées dans le sud du Groenland, qui
possède la biodiversité la plus riche du pays et toutes les terres agricoles du Groenland. Récemment,
le grand projet d'extraction d'éléments de terres rares à Kringlerne vient d’être approuvé. Il est décrit
par son propriétaire comme probablement le plus grand gisement au monde. Et dans quelques mois,
le projet controversé d'éléments de terres rares et d'uranium à Kvanefjeld devrait obtenir une
licence d'exploitation. En plus de contenir le deuxième plus grand gisement d'uranium et de loin le
plus grand gisement de thorium, le complexe d'Ilimaussaq, dont Kvanefjeld fait partie, possède le
deuxième plus grand gisement d'éléments de terres rares au monde.
NOUS APPELONS les gouvernements groenlandais et danois, l'Union européenne et tous les autres
intéressés à contribuer à l'établissement d'un sanctuaire arctique. L'inspiration pourrait être le Traité
sur l'Antarctique, tel qu’évoqué par le Protocole de Madrid signé en 1991, mais en respectant la
différence fondamentale que représente la nature peuplée du Groenland et de l'Arctique et les
droits et besoins des peuples et des nations de la région arctique.
NOUS APPELONS les gouvernements groenlandais et danois et l’Union européenne à adopter de
nouvelles stratégies arctiques qui contribuent à protéger l’environnement fragilisé du Groenland. Un

moratoire sur l'extraction minière à grande échelle et l'extraction de pétrole et de gaz devrait être
mis en œuvre et pendant cette période, le gouvernement groenlandais devrait être indemnisé pour
la perte éventuelle de revenus. Même si on ne peut espérer beaucoup de recettes, le gouvernement
groenlandais devrait bénéficier d’un paiement annuel fixe afin de soutenir et de consolider
l’économie du Groenland. En outre, il faudrait examiner comment une plus grande partie des
recettes de la pêche dans les eaux du Groenland pourrait profiter à son économie.
NOUS APPELONS AUSSI le gouvernement du Groenland à mettre en œuvre des normes
environnementales égales à celles de l'Union européenne, à adopter la Convention d'Aarhus et à
signer l'Accord de Paris. Le gouvernement groenlandais devrait également envisager de rétablir une
politique de tolérance zéro pour l'uranium, car son extraction contaminerait l'environnement
vulnérabilisé de l'Arctique et entraînerait une prolifération nucléaire.
LES RAISONS DE NOTRE APPEL SONT LES SUIVANTES :
L’exploitation des vastes réserves de pétrole et de gaz du Groenland contribuera de manière
significative au réchauffement de la planète et ira à l’encontre des objectifs de l’Accord de Paris.
Récemment, afin de respecter cet accord, le Danemark a annulé une nouvelle exploration pétrolière
et gazière dans la partie danoise de la mer du Nord.
L'environnement arctique est particulièrement vulnérable à la pollution, car il se rétablit très
lentement. Les coûts économiques à long terme de la pollution au Groenland pourraient être si
élevés qu'ils dépasseraient de loin les avantages économiques à court terme issus de l'exploitation
minière à grande échelle et de l'extraction de pétrole et de gaz.
Les zones marines du Groenland renferment certaines des eaux les plus propres de la planète et
apportent une contribution importante à la capacité de reproduction de la biodiversité marine et des
écosystèmes de la partie nord de l’océan Atlantique. Ces zones seront menacées par l'exploitation
minière à grande échelle et l'extraction de pétrole et de gaz, sur terre et en mer.
De nombreux autres pays ont subi les effets négatifs de l'exploitation minière à grande échelle,
notamment la pollution généralisée de l'eau, des terres et de l'air et la destruction de la nature
vierge et des habitats précieux.
L’exploitation minière et en particulier l’extraction d’uranium sont incompatibles avec le
développement de trois des quatre secteurs qui sont les principaux secteurs de croissance de
l’économie du Groenland, à savoir la pêche et la capture, le tourisme et la production alimentaire. La
plupart des ressources minérales du Groenland se trouvent dans le sud du Groenland, une zone
souvent décrite comme « la corbeille à pain du Groenland ». Tout le cheptel ovin du Groenland - plus
de vingt mille moutons hivernants - se trouve dans le sud du Groenland et l’ambition est d’introduire
des bovins de boucherie et des bovins laitiers, lorsque le réchauffement climatique rendra le climat
plus doux. En outre, le sud du Groenland possède certaines des meilleures zones de capture du pays.
Le Groenland ne gagnera pas en autosuffisance économique grâce à l'extraction minière à grande
échelle et à l'extraction de pétrole et de gaz. En 2014, une étude a été publiée par l'Université de

Copenhague et Ilisimatusarfik, l'Université du Groenland. Cette étude a conclu que 24 projets miniers
à grande échelle simultanés seraient nécessaires pour annuler le soutien financier du Danemark.
Pour atteindre cet objectif dans un délai raisonnable, un nouveau projet à grande échelle devrait être
développé et lancé tous les deux ans et un nombre irréaliste de gisements minéraux serait
nécessaire. Le rapport a également établi qu'une économie basée sur les minéraux n'est pas
économiquement viable : lorsque l'industrie minière commencera à reculer, le Groenland se
retrouvera dans la même situation qu'auparavant, avec moins de ressources. Ces projetions ont
depuis été confirmées par d'autres rapports.
Les projets miniers de Kringlerne et Kvanefjeld menacent le site du patrimoine mondial voisin de
Kujataa, un paysage agricole, qui a été inscrit sur la liste du patrimoine mondial de l'UNESCO en
2017. Des appels ont déjà été lancés pour inscrire Kujaata sur la liste des dangers de la Convention
du patrimoine mondial.
Le Parlement européen a exprimé son soutien à l'idée d'un sanctuaire arctique. En octobre 2008, a
été adopté une résolution sur la gouvernance de l'Arctique, qui déclare entre autres : «(Le Parlement
européen) suggère que la Commission soit prête à poursuivre l'ouverture de négociations
internationales destinées à conduire à l'adoption d'un traité international de protection de l'Arctique
s'inspirant du Traité sur l'Antarctique, tel que rédigé par le Protocole de Madrid signé en 1991, mais
en respectant la différence fondamentale représentée par la nature peuplée de l'Arctique et les
droits et besoins qui en découlent pour les peuples et les nations de la région arctique ; (le Parlement
européen) estime, cependant, qu’un tel traité pourrait, comme point de départ minimum, couvrir au
moins la zone non peuplée et non réclamée au centre de l'océan Arctique ».
