COLLEGE MEETING: Competition: Commission outlines contribution of competition policy
and its review to green and digital transition, and to a resilient Single Market
The European Commission has adopted a Communication on a competition policy fit for new
challenges, which frames the important role of competition policy for Europe's path towards recovery,
the green and digital transitions, and for a resilient Single Market. The Communication highlights the
in-built ability of competition policy to adapt to new market circumstances, policy priorities and
customer needs. Since the creation of the European Union, competition policy has contributed to
preserving and fostering the Union's economic prosperity. Vigorous competition enforcement has
served European consumers and businesses, and has helped nurture the dynamic and vibrant fabric
of the European economy, made up of businesses of all sizes. Today, the Union is facing new
challenges: to climb the steep path to recovery following the coronavirus crisis, while enabling
European industries to strengthen their resilience and to lead the twin green and digital transitions.
An effective and well-calibrated competition policy can contribute the success of this agenda, which
will require extraordinary public and private investments, innovation and a well-functioning Single
Market. In this context, the Commission is currently pursuing a review of competition policy tools to
make sure all competition instruments (merger, antitrust and State aid control) remain fit for
purpose, and complement its existing toolbox. Executive Vice-President Margrethe Vestager, in
charge of competition policy, said: “Strong competition enforcement is fundamental for businesses
and consumers to reap the full benefits of our Single Market. It gives businesses of all sizes a fair
chance to compete. It makes sure businesses are challenged to deliver the best, most innovative
solutions for consumers. And it gives customers a choice of products and services, contributing to
reliable and diverse supply chains. That's why effective competition policy is needed now, more than
ever, to give the European economy the agility and drive to overcome the challenges it faces. At the

amendment to the State aid Temporary Framework, and are in the middle of a review of competition

RÉUNION DU COLLÈGE: Aides d'État: la Commission précise l'avenir de l'encadrement
temporaire en vue de soutenir la reprise de l'économie dans le contexte de la pandémie de
COVID-19
Aujourd'hui, la Commission européenne a décidé de prolonger jusqu'au 30 juin 2022 l'encadrement
temporaire des aides d'État (qui arrive à expiration le 31 décembre 2021). Afin d'accélérer encore la
reprise, la Commission a également décidé d'introduire deux nouvelles mesures pour encourager
directement les investissements privés prospectifs et soutenir la solvabilité, pendant une période
limitée supplémentaire. Compte tenu de la reprise économique observée, la Commission a prolongé
l'encadrement temporaire pour une durée limitée de six mois, soit jusqu'au 30 juin 2022, ce qui
permettra, s'il y a lieu, aux États membres d'étendre leurs régimes d'aides et de veiller à ce que les
entreprises encore touchées par la crise ne soient pas soudainement privées du soutien nécessaire.
Parallèlement, la Commission continuera de suivre attentivement l'évolution de la pandémie de
COVID-19 et des autres risques qui pèsent sur la reprise de l'économie. De plus, entre autres
modifications, la Commission a introduit un certain nombre d'adaptations ciblées, notamment deux
nouveaux outils destinés à soutenir de manière durable la reprise en cours de l'économie
européenne: (i) des mesures de soutien à l'investissement, afin d'aider les États membres à combler
le retard d'investissement engendré par la crise ; et (ii) des mesures de soutien à la solvabilité pour
mobiliser des fonds privés en vue de leur investissement dans les petites et moyennes entreprises

Marie Skłodowska-Curie Actions: €161.5 million to support research and innovation staff
exchanges and to co-fund training programmes
The Commission announced new calls for proposals under the Marie Skłodowska-Curie Actions'
(MSCA) Staff Exchanges and Co-funding of regional, national and international programmes
(COFUND) strands. The 2021 COFUND call, with a total budget of €89 million, will close on 10
February 2022, whereas the 2021 Staff Exchanges call, with a budget of €72.5 million, will close on
9 March 2022. Mariya Gabriel, Commissioner for Innovation, Research, Culture, Education and
Youth, said: “The future of science in Europe lies in researchers. The pandemic has shown us again
how crucial highly skilled researchers are. These two calls opening today offer excellent opportunities
for researchers, institutions, regions and countries, to boost research in Europe.” MSCA COFUND
provides funding to organisations in EU Member States or Horizon Europe Associated Countries for
new or existing doctoral and postdoctoral programmes. The action supports training and career
development through co-funding mechanisms, and promotes excellent working conditions for
researchers, and sustainable training and international, interdisciplinary, inter-sectoral mobility.
MSCA Staff Exchanges support short-term international and inter-sectoral exchanges of staff
members involved in research and innovation activities. The aim is to develop sustainable
collaborative projects between different organisations from the academic and non-academic sectors
(in particular SMEs), based in Europe and beyond. The calls follow the adoption of the Horizon
Europe 2021-2022 work programme. The Marie Skłodowska-Curie Actions are the EU's flagship
funding programme under Horizon Europe for excellent doctoral education and postdoctoral training.
They contribute to excellent research, boosting jobs, growth and investment by equipping
researchers with new knowledge and skills, and foster research cooperation across borders, sectors
and disciplines. The MSCA also fund the development of excellent doctoral and postdoctoral training

Education: new call for proposal to boost innovation in higher education
Today, the European Institute of Innovation and Technology (EIT) launches the second call for
proposals of its pilot EIT HEI Initiative. This new call will support up to 40 consortia of higher
education institutions (HEIs) and non-academic organisations (companies, research centres, public
authorities and associations) with a maximum of €1.2 million of funding each. Through this call, the
EIT Community, Europe's largest innovation ecosystem, invites higher education institutions to
design activities that will improve their entrepreneurial and innovation capacity. Mariya Gabriel,
Commissioner for Innovation, Research, Culture, Education and Youth said: "Higher education
institutions are at the heart of Europe's innovation and industrial ecosystems. The additional support
offered by the EIT Community to boost the innovation capacity of higher education institutions across
Europe is fully in line with the Commission's priorities. I look forward to seeing these priorities
translated into concrete actions that will help achieve our objectives of supporting the next
generation of entrepreneurs and innovators that will transform global challenges into opportunities
for the future." This second call builds on the successful first call launched earlier this year, which
saw the designation of 24 projects involving 142 higher education institutions and 155 non-

Journée européenne pour la protection des enfants contre les abus sexuels et l'exploitation
sexuelle: Rendre le cercle de confiance des enfants réellement sûr
Aujourd'hui, l'édition 2021 de la Journée européenne pour la protection des enfants contre les abus
sexuels et l'exploitation sexuelle vise à garantir que le cercle de confiance des enfants soit
véritablement sûr. La grande majorité des abus sexuels commis sur des enfants a lieu dans le cercle
de confiance de l'enfant, ce qui rend particulièrement difficile la divulgation et la lutte contre les
abus. Les restrictions imposées pour contenir la propagation de la pandémie de COVID-19 ont
contribué à aggraver la situation en confinant les enfants à la maison avec leurs agresseurs.
Aujourd'hui, la Commission réaffirme sa détermination à prévenir et à combattre les abus sexuels et
l'exploitation sexuelle des enfants. Plus tôt cette année, des règles provisoires concernant les
mesures volontaires de détection par les fournisseurs de services en ligne sont entrées en vigueur.
Ces mesures jouent un rôle important car elles permettent d'identifier et de secourir les victimes et
de réduire la diffusion de matériel pédopornographique, tout en contribuant à l'identification des

auteurs et aux enquêtes ainsi qu'à la prévention des infractions. La Commission met également en
place un réseau de prévention destiné aux praticiens et aux chercheurs, afin d'aider les États
membres de l'UE à mettre en place des mesures de prévention utilisables, rigoureusement évaluées
et efficaces dans le but de contribuer à réduire la prévalence des abus sexuels commis sur des
enfants dans l'UE. Comme annoncé dans la stratégie de l'UE pour une lutte plus efficace contre les
abus sexuels commis contre des enfants, la Commission proposera bientôt une nouvelle législation
globale assortie de garanties détaillées pour lutter contre les abus sexuels commis contre les enfants
en ligne et hors ligne. La Commission étudie également la possibilité de créer un centre européen de
prévention et de lutte contre les abus sexuels concernant des enfants. Parmi les autres initiatives à

Commission launches the European Innovation Council Board with 20 leading innovators
Today, the European Commission announced the members of the new European Innovation Council
Board. The Board will be composed of 20 leading innovators - entrepreneurs, investors and venture
capitalists, corporate leaders, researchers and academics - who will guide the implementation of the
European Innovation Council (EIC). The EIC is Europe's flagship innovation programme with a
budget of €10 billion to support game-changing innovations throughout the lifecycle from early-
stage research to the financing and scale up of start-ups and SMEs. The Board's members will advise
on the EIC strategy, work programme and thematic portfolios to maximise impact and may also
advise on broader innovation policy matters. Mariya Gabriel, Commissioner for Research, Innovation,
Culture, Education and Youth, said: ”I welcome the appointment of 20 innovators to the new EIC
Board. I am looking forward to meeting with them at the EIC Summit next week and to working
together on Europe's most ambitious innovation programme.” The EIC Board's first meeting on 26
November will follow the EIC Summit that will take place on 24 and 25 November in Brussels. The

Fight against terrorism: EU rules brought stronger criminal justice response against
terrorism and more rights for victims, but challenges remain
Today, the Commission is issuing a report evaluating the EU rules on combating terrorism (Directive
2017/541). Overall, as a result of the directive, Member States strengthened their criminal justice
approach to terrorism. Having minimum standards for defining and sanctioning terrorist offences
within the EU has clear added value, preventing the existence of legal loopholes that may be
exploited by terrorists. The Directive also helped strengthen the level of assistance and protection
provided to victims of terrorism. Its impact on fundamental rights has been evaluated as
proportionate. Despite this positive assessment, several challenges remain in the implementation of
the rules, and the Commission will continue working with Member States to address these issues. As
an example, some Member States report difficulties in proving terrorist intent, especially when it
comes to gathering evidence located outside the national territory. To address this, the Commission
and the European External Action Service will continue supporting the use of battlefield information
to identify, detect and prosecute returning foreign terrorists fighters through the establishment of
best practices, the exchange of information as well as project financing. The Commission also
encourages Member States to make use of battlefield information on suspected terrorists for creating
alerts in the Schengen Information System. Another issue identified in some Member States relates
to challenges in classifying violent extreme right-wing acts as acts of terrorism. The Commission will
soon share with Member States an overview of actions to address violent right-wing extremism.
Finally, cross-border victims of terrorism still face difficulties in receiving assistance and protection.
The Commission strongly urges Member States to designate single contact points for victims of
terrorism. In addition to its support to Member States, the Commission is making use of its powers
under the Treaties where necessary and has opened infringement proceedings against 13 Member
States urging them to ensure correct transposition of the rules. The report will now be presented to
the European Parliament and the Council. The Fundamental Rights Agency will also publish today a
more detailed report including key findings. The directive is the main criminal justice instrument to
fight terrorism across Europe. It include provisions that criminalise and sanction terrorist-related
offences, such as travelling abroad to commit a terrorist offence, returning to or travelling within the

EU for such activities, training for terrorist purposes and financing terrorism, while also giving victims
of terrorism rights to protection, support and assistance. The directive is an important part of the

Sécurité routière : La Commission européenne publie les chiffres de 2020 sur les accidents
de la route avant la Journée mondiale du souvenir des victimes des accidents de la route*
À l'approche de la Journée mondiale du souvenir des victimes des accidents de la route qui aura lieu
ce dimanche, la Commission européenne a publié aujourd'hui les statistiques définitives sur la
sécurité routière pour l'année 2020.Ces chiffres montrent qu'environ 18 800 personnes ont perdu la
vie dans un accident de la route l'année dernière, soit une baisse annuelle sans précédent de 17 %
par rapport à 2019. Toutefois, cette baisse est due en grande partie à l'effet de la pandémie de
COVID-19 et son impact sur la mobilité. Malgré cette baisse considérable, l'objectif de 50 % de
décès en moins qui avait été fixé pour la dernière décennie, n'a pas été atteint. Par conséquent, ce
chiffre souligne la nécessité pour toutes les parties concernées de redoubler d'efforts pour que l'UE
atteigne la « Vision zéro », c'est-à-dire zéro décès et blessure grave sur les routes d'ici 2050. Le
rapport publié aujourd'hui présente également une ventilation des décès dans l'UE en fonction des
usagers de la route et des véhicules impliqués dans les accidents. Elle montre que les décès
surviennent en grande majorité dans des collisions impliquant des voitures et des camions, et
souligne la nécessité d'accroître la protection des usagers vulnérables tels que les piétons et les
cyclistes. Les politiques européennes évoluent déjà dans ce sens, les nouvelles mesures de sécurité
obligatoires introduites par le règlement sur la sécurité générale visant particulièrement ces derniers.
Par ailleurs, les usagers vulnérables doivent être systématiquement pris en compte lorsque les pays
appliquent la directive sur la gestion de la sécurité des infrastructures routières. La publication des
statistiques sera suivie cet après-midi par la remise des prix annuels d'excellence en matière de
sécurité routière, récompensant les diverses contributions de la communauté des membres de la

European Union launches a Green Team Europe Initiative in partnership with Southeast
Asia
Today, a Green Team Europe Initiative in partnership with the Association of Southeast Asian Nations
(ASEAN) / Southeast Asia, was launched by Commissioner for International Partnerships, Jutta
Urpilainen, during the 3rd ASEAN-EU Dialogue on Sustainable Development. The initiative, backed
by an initial €30 million grant from the EU budget, will strengthen the EU's partnership with the
region in areas including climate action, environmental and biodiversity protection, clean energy
transition, disaster resilience, prevention of illegal logging, wildlife trafficking and air pollution.
Commissioner Urpilainen said: “As strategic partners, the EU and Southeast Asian Nations share a
joint commitment to fostering a fairer, greener, and more sustainable future. Building back better is
about supporting our economies and creating decent employment opportunities while also
addressing climate change, tackling pollution, and protecting biodiversity. It requires rethinking our
approach to development in the context of a rapidly warming and increasingly interconnected planet.
Our Green Team Europe Initiative is a ground-breaking step going forward and I am very pleased to
take this step with our partners in Southeast Asia.” As part of the EU's overall Green Deal diplomacy,
this initiative provides the framework for coordinated green action between participating Team
Europe partners (Austria, Denmark, France, Germany and Romania, as well as the European

La flotte de pêche de l'UE maintient une bonne rentabilité globale, principalement grâce à
des pratiques de pêche et une gestion durables
Le rapport économique annuel 2021 sur la flotte de pêche de l'UE a été publié et il confirme qu'en
2019, la flotte a maintenu une rentabilité globale. Le rapport prévoit des niveaux de rentabilité
similaires pour 2020, malgré les effets de la pandémie de COVID-19 sur la flotte et le marché du
poisson. En raison de la hausse des prix du carburant, une réduction des bénéfices est attendue pour

2021, mais la flotte de l'UE devrait terminer globalement l'année 2021 avec des marges positives.
Les pratiques de pêche durable contribuent à atténuer certains des effets de la hausse des prix du
carburant. Le commissaire à l'environnement, aux océans et à la pêche, Virginijus Sinkevičius, a
déclaré : « Ce rapport souligne une fois de plus que les pratiques et la gestion durables des
ressources halieutiques comptent parmi les meilleurs investissements que nous puissions faire dans
le secteur pour nos pêcheurs tant aujourd'hui que pour l'avenir. Il s'agit d'un investissement qui
continue à porter ses fruits, même en temps de crise. La durabilité renforce la résilience et maintient
les emplois dans nos communautés de pêcheurs. » Les flottes de l'UE sont restées globalement
rentables, avec une valeur au débarquement de 6,3 milliards d'euros, des bénéfices bruts de 1,2
milliard d'euros et des bénéfices nets de 597 millions d'euros en 2019. Ces bons résultats
s'expliquent principalement par l'amélioration des stocks de poissons. Dans le même temps, le
rapport montre des différences de performance entre les catégories de flotte et les régions de pêche.
Les segments de flotte à grande échelle ont enregistré de meilleures performances économiques que
les segments de flotte côtière à petite échelle. De plus, les segments de flotte opérant dans
l'Atlantique Nord-Est, où la plupart des stocks pêchés sont gérés à des niveaux durables, ont
enregistré des performances économiques plus élevées que les segments de flotte opérant dans les
régions de la Méditerranée et de la mer Noire, où de nombreux stocks sont encore victimes de la

EU Clean Air Forum meets in Spain to discuss solutions to improve air quality across Europe
Today and tomorrow, decisionmakers, stakeholders and experts from across the European Union will
gather at the third EU Clean Air Forum organised by the European Commission and Spain to discuss
further improvements in air quality. According to the latest findings of the European Environment
Agency published this week, more than 360,000 people died prematurely due to exposure to various
sources of air pollution in the EU in 2019. This marks a decrease since the year 2005, and shows that
clean air policies can deliver successes. Nevertheless, more than half of these deaths could have
been avoided if EU Member States had reached the WHO's new air quality guideline level of 5 µg/m3.
Opening the Forum Frans Timmermans, Executive Vice-President responsible for the European
Green Deal, said: “Air pollution is still the first environmental cause of premature death in Europe
and in the world. It leaves the most vulnerable, those who cannot move away when air pollution
spikes, in particularly high risk. The good news is that in most cases, climate action also helps to
reduce air pollution. Vice versa, acting for clean air will help to speed up climate action.” Virginijus
Sinkevičius, Commissioner for Environment, Oceans and Fisheries, participating in the Forum said:
“Over the past decades, EU Clean Air Policy has achieved some successes, but we need to do more to
reach our zero-pollution ambition and provide EU citizens with clean air. The third EU Clean Air
Forum offers an opportunity to discuss what and how with policymakers at the national, local and
international level, as well as leading scientists in the field”. The outcome of the discussions at the
Forum will inform the on-going revision of EU rules on ambient air quality to align them more closely
with the recommendations of the World Health Organization. In addition, the Joint Research Centre
of the European Commission published an updated version of the ‘Urban PM2.5 Atlas', which
provides information on the origins of air pollution - the fine particulate matter - in 150 European
cities. The Atlas can help authorities understand where to focus efforts to improve air quality. More

Le plan d'investissement pour l'Europe soutient un nouveau fonds pour les entreprises
technologiques européennes
Le Fonds européen d'investissement (FEI) participe avec 30 millions d'euros à un nouveau fonds
lancé par Keen Venture Partners à Amsterdam. La contribution du FEI est soutenue par le Fonds
européen pour les investissements stratégiques (FEIS), le principal pilier du plan d'investissement
pour l'Europe. Avec une taille cible de 150 millions d'euros, le fonds de Keen Venture désormais a
franchi le seuil d'investissement de 120 millions d'euros. Il vise à soutenir les entreprises
technologiques européennes dans leur phase initiale de croissance dans des secteurs tels que
l'informatique en nuage, l'apprentissage automatique, les logiciels en tant que service et les
applications numériques. Les principaux pays visés par les investissements sont les Pays-Bas, la
France et l'Allemagne. Paolo Gentiloni, commissaire chargé de l'économie, a déclaré: « Je me
félicite du lancement de ce nouveau fonds, qui se concentre en particulier sur les entreprises
technologiques européennes en phase de démarrage. Avec le soutien du FEI et du plan
d'investissement pour l'Europe, ces entreprises innovantes créeront des emplois et contribueront à la

L'UE et l'UNRWA signent une nouvelle déclaration conjointe marquant 50 ans de
partenariat stratégique
Josep Borrell, haut représentant de l'Union européenne pour les affaires étrangères et la politique de
sécurité/vice-président de la Commission européenne; Olivér Várhelyi, commissaire chargé du
voisinage et de l'élargissement, et Philippe Lazzarini, commissaire général de l'UNRWA, ont signé
une déclaration conjointe sur le soutien de l'UE à l'Office de secours et de travaux des Nations unies
pour les réfugiés de Palestine dans le Proche-Orient (UNRWA) pour la période 2021-2024. Le
renouvellement de cet accord marque 50 ans de partenariat UE-UNRWA. Dans la déclaration
conjointe, l'Union européenne s'engage à continuer à soutenir l'UNRWA sur le plan politique et à
garantir des ressources financières prévisibles et pluriannuelles afin de permettre à l'agence
d'accomplir son mandat et de fournir ses services essentiels aux réfugiés palestiniens. Cela inclut

EU, US and Japan recommence trilateral cooperation on global trade
Yesterday, Valdis Dombrovskis, Executive Vice-President of the European Commission, Katherine
Tai, United States Trade Representative and Hagiuda Koichi, Japanese Minister of Economy, Trade
and Industry announced in a statement that they have agreed to renew their trilateral partnership to
address the global challenges posed by non-market policies and practices of third countries. They
agreed to restart work to tackle practices that lead to overcapacity, create unfair competitive
conditions and negative spill overs in international trade. This statement sends a positive sign and
the trilateral cooperation will serve as an important instrument to ensure a global level playing field.
There will be a trilateral ministerial meeting in Geneva during Word Trade Organisation's 12 th
Ministerial Conference at the end of this month to give directions on the next steps. This renewed
cooperation follows on from the statement by the EU, US and Japan from January 2020, in which
they announced their agreement to strengthen existing rules on industrial subsidies and condemned

Mergers: Commission clears acquisition of joint control of T-Mobile Netherlands by Warburg
Pincus and Apax Partners
The European Commission has approved, under the EU Merger Regulation, the acquisition of joint
control of T-Mobile Netherlands Holding B.V. of the Netherlands by Warburg Pincus LLC of the UK and
Apax Partners LLP of the US. T-Mobile Netherlands, currently solely controlled by Deutsche Telekom

AG, provides fixed and mobile telecommunications services to private and business customers, as
well as wholesale access services in the Netherlands. Warburg Pincus is a global private equity firm
with portfolio companies active in a variety of sectors. Apax Partners provides investment advisory
services to private equity funds investing in a range of industry sectors. The Commission concluded
that the proposed acquisition would raise no competition concerns given the absence of any
horizontal overlaps or vertical links between the activities of the companies. The transaction was
examined under the simplified merger review procedure. More information is available on the

Vice-President Schinas in Turkey to address the situation at the EU's external border with
Belarus
Vice-President for Promoting our European Way of Life, Margaritis Schinas, will be tonight and
tomorrow (19 November) in Ankara, Turkey. This visit is the fourth stop in a tour of partner countries
key to putting a stop to the instrumentalisation of migrants by the Belarussian regime and aims to
further reinforce the overall cooperation on migration and security. The Vice-President will convey the
message that migration management is a shared responsibility and joint priority both for the
European Union and for Turkey. In Ankara tonight, the Vice-President will meet with the Foreign
Affairs Minister of Turkey, Mevlüt Çavuşoğlu. Tomorrow, Vice-President Schinas, will meet with the
Vice-President of the Republic of Turkey, Fuat Oktay, and Interior Minister of Turkey, Süleyman
Soylu. The Vice-President will also participate in a roundtable event organised by the EU directorate
of the Ministry of Foreign Affairs and Turkey's National Erasmus Agency to highlight Turkey's
association to Horizon Europe, Erasmus+ and the Solidarity Corps. The deputy Minister of Foreign

Le commissaire Thierry Breton en Roumanie pour une visite officielle
Aujourd'hui, Thierry Breton, commissaire chargé du marché intérieur, se rend à Bucarest pour une
visite officielle, qui porte principalement sur les vaccins, la politique industrielle et la défense. Le
commissaire a rencontré le président de la Roumanie, Klaus Iohannis, et le ministre de la défense,
