COMMUNIQUE LYCEE FRANÇAIS DE SHANGHAI – Coup d’envoi des travaux pour le nouveau
campus du Yangpu
La cérémonie d’ouverture des travaux du
nouvel EURO Campus LFS-DSS (Lycée
Français de Shanghai-Deutsche Schule
Shanghai), situé sur Jiang Wan Cheng Road
/ Yin Hang Road, s’est tenue samedi 3
décembre 2016 à 9h30, en présence des
autorités du district du Yangpu. La
construction devrait s’achever en
septembre 2018. La conception de
l’ensemble est axée prioritairement sur la
qualité, la sécurité et le développement
durable, tout en étant compatible avec la réglementation chinoise et l’environnement local.
Ce nouveau campus, localisé dans la zone Shanghai Yangpu Knowledge Innovation, est
commun aux écoles française et allemande.
Une collaboration avec les autorités locales du district du Yangpu
Cette cérémonie de lancement des travaux marque le début d’un processus entamé un an
plus tôt avec la compétition architecturale. Le LFS et la DSS sont ravis de collaborer avec les
autorités du Yangpu sur ce projet.
Un campus international, au cœur de la vie culturelle et économique du Yangpu
Ce nouvel EURO Campus est une belle opportunité d’établir une présence internationale, au
cœur de la vie culturelle et économique du district du Yangpu, avec une capacité de 2.000
élèves. Le district compte 200.000 étudiants et un tiers des universités de la ville de Shanghai,
dont Fudan et Tongji. Par ailleurs, plus de 500 compagnies internationales y sont déjà
installées ou prévoient de l’être.
Un environnement accueillant
Cet EURO Campus est situé dans un environnement particulièrement accueillant. Le district
compte déjà de nombreux compounds résidentiels de qualité et plus d’un tiers de sa surface
est occupé par des espaces verts. Par ailleurs, un hôpital, ainsi que de nombreux autres
services, se trouvent non loin du campus. C’est bel et bien un lieu de choix dans un district de
Shanghai centré sur l’éducation et les nouvelles technologies, facilement accessible en métro
ou en voiture.
Un campus de 56.000 m2 aux espaces de travail optimaux
Du fait de son design et sa localisation stratégique, ce nouveau campus, associé au campus
existant, permettra d’augmenter significativement le niveau de service proposé aux centaines
d’élèves de la maternelle à la terminale.
"C’est un modèle de coopération franco-allemande et, au-delà, un modèle de coopération
européenne dans le modèle éducatif. C’est une coopération qui est bien entendu au service
de nos communautés, mais au-delà de cela au service de l’attraction des talents
internationaux et donc au service de Shanghai. Je me réjouis Monsieur le maire, que ce soit
ici, dans le district du Yangpu que cette implantation ait lieu, parce que ce district est très
dynamique, c’est un des moteurs pour toute la ville où de nombreuses entreprises sont

Neubauprojekt Yangpu: Erster Spatenstich für den neuen EuroCampus der DS Shanghai Mit dem ersten Spatenstich für den neuen EuroCampus am 3. Dezember 2016 begann die DS Shanghai ein neues Kapitel in ihrer bereits erfolgreichen 20-jährigen Geschichte. Im Shanghaier Stadtbezirk Yangpu entsteht gemeinsam mit der Französischen Schule ein Campus für 2000 Schülerinnen und Schüler. Mit der neuen Schule soll die Bildungs- und Standortqualität auf lange Sicht nachhaltig gesichert und die exzellente deutsche Schulbildung in Shanghai weiter ausgebaut werden. Zu den Ehrengästen der feierlichen Grundsteinlegung gehörten Jörn Beißert, amtierender Generalkonsul der Bundesrepublik Deutschland, Axel Cruau, Generalkonsul von Frankreich, Xie Jiangang, Bürgermeister von Yangpu, Lu Jiancheng, Vize-Präsident der Shanghai Municipal Investment Group sowie Sven Heineken, Schulleiter DS Shanghai Pudong, Ralph Koppitz, Vorstandsvorsitzender DS Shanghai und Bernard Pora, Vorstandsvorsitzender Lycée Français de Shanghai, Kerstin Kloppenburg, Vorsitzende des Elternbeirats DS Shanghai Pudong, Detlef Ernst, Vorstandsvorsitzender Weltverbands Deutscher Auslandsschulen und Ehrenmitglied der DS Shanghai, sowie weitere Vorstands-, Schul-, Eltern-, Regierungs- und Wirtschaftsvertreter. Historischer Moment „Heute ist ein Tag von großer Bedeutung“ – mit diesen Worten begrüßte Bernard Pora die Gäste und betonte, dass nur durch die effektive und vertrauensvolle Zusammenarbeit zwischen der Stadt Shanghai, dem Bezirk Yangpu, den beiden Schulen und engagierten Schulgemeinschaften es möglich ist, die Bauphase nun zu beginnen. Auch Ralph Koppitz bedankte sich für den uneingeschränkten Einsatz aller Beteiligten und führte weiter aus: „Es liegt noch viel Arbeit vor uns, aber wenn die Schulgemeinschaft 2018 in den neuen Campus einzieht, werden wir Familien aus vielen Ländern in Yangpu willkommen heißen, die deutsch- französische Gemeinschaft und die Freundschaft zu unserem Gastland leben. Gemeinsam arbeiten wir Hand in Hand, um Bildung auf höchstem Niveau zu gewährleisten.“ Dass das Projekt die umfangreiche Unterstützung der chinesischen Regierung Yangpu hat, versicherte Bürgermeister Xie Jiangang. „Es ist ein historischer Tag und ich freue mich, dass der Schulneubau ein erfolgreiches Projekt der chinesisch-deutsch-französischen Zusammenarbeit ist. Unser Stadtteil Yangpu wird das zukünftige innovative Zuhause für internationale Familien und Unternehmen sein. Wir werden unseren deutsch-französischen Freunden unterstützend und tatkräftig bei jeder Projektphase zur Seite stehen.“ Ein Spatenstich für die Zukunft Mit einem symbolischen Spatenstich und traditionellen chinesischen Löwentanz eröffneten die Ehrengäste offiziell die Bauphase für das Gemeinschaftsprojekt, welches im Jahr 2018 fertiggestellt werden soll. Auf dem 56.666m² Grundstück entstehen für die deutsche und
französische Schulgemeinschaften teilweise eigenständige, aber auch gemeinsame Gebäude
für jeweils 700 bis 800 Schüler und Schülerinnen mit Erweiterungsmöglichkeiten. Für die
Zukunft der DS Shanghai bedeutet der Neubau, dass durch flexible Anbau- und
Erweiterungsmöglichkeiten schnell und effizient auf die Entwicklung von Schülerzahlen
reagiert werden kann. Beim Design und Layout der Gebäude wurden die Beiträge von der
Schulgemeinschaft integriert, um einen Campus zu errichten, der den ganzheitlichen
Ansprüchen von Schülern, Eltern und Mitarbeitern gerecht wird. Das Konzept basiert vor allem
auf dem Ansatz „from urban to green“. Der Schulkomplex fügt sich in die Stadtplanung optimal
ein und erfüllt insbesondere die pädagogischen Anforderungen sowie die Bedürfnisse
hinsichtlich Raumnutzungskonzept, Organisationsstruktur und Gestaltung.

Axel Cruau, du vice-Consul d’Allemagne à Shanghai M. Joern Beissert, du Maire du district de Yangpu M. Xie Jiangang et des présidents des comités de gestion des lycées français et allemand M. Bernard Pora et M. Ralph Koppitz. Le nouvel eurocampus, dont l’ouverture est prévue en 2018, représente un investissement de 300 millions de RMB, et devrait accueillir 1800 étudiants. Le Consul général a prononcé à cette occasion un discours : « C’est une grande joie d’être avec vous aujourd’hui. Après plusieurs années de travail acharné, le projet d’un second campus de l’eurocampus voit enfin sa première concrétisation avec la pose de cette première pierre symbolique aujourd’hui. J’en suis particulièrement heureux, parce que comme vous l’avez rappelé, Monsieur le Consul Général adjoint, c’est un modèle de coopération franco-allemande, et, au-delà, un modèle de coopération européenne dans le modèle éducatif. C’est une coopération qui est bien entendu au service de nos communautés, mais au-delà de cela, au service de l’attraction des talents internationaux et donc au service de Shanghai. Je me réjouis Monsieur le Maire, que ce soit ici, dans le district du Yangpu que cette implantation ait lieu, parce que ce district tourné vers l’avenir est très dynamique, c’est un des moteurs pour toute la ville où de nombreuses entreprises sont installées, et vont s’installer. Fier parce que le Lycée français de Shanghai est un modèle d’excellence académique au sein du réseau de l’Agence pour l’Enseignement du Français à l’Etranger, un modèle guidé par des valeurs de rigueur académique, de curiosité intellectuelle, d’ouverture au monde, d’humanisme et de générosité. Vous êtes connus et reconnus comme tels, et les derniers résultats au baccalauréat le prouvent : 100% de réussite, 50% de mentions très bien, les établissements d’enseignement supérieur auxquels les étudiants ont pu accéder le démontrent s’il en était encore besoin. Avec ce nouveau campus et ces nouvelles installations, vous vous donnez encore plus les moyens d’être au service de la communauté française et francophone. Mesdames et messieurs, en cette occasion, je voudrais remercier très chaleureusement ceux qui ont permis ce projet possible. En premier lieu, je voudrais remercier les autorités du Yangpu, les autorités ici présentes, parce que sans votre soutien bienveillant - et patient aussi, parce que ces projets prennent toujours du temps, - nous ne serions pas ici aujourd’hui.
Plus généralement, je voudrais remercier toute la municipalité de Shanghai et tous ses services,
car je crois que nous partageons la même ambition, partager une éducation d‘excellence, de
niveau international, à la mesure de cette capitale du XXIe siècle qu’est Shanghai. Les Français
de Shanghai souhaitent écrire ce futur avec leurs amis Chinois, et participer au rayonnement
de cette ville qu’ils aiment ; et nous vous remercions très chaleureusement de nous donner
cette chance.
En cette occasion, je veux aussi féliciter tous ceux qui font la réussite du campus depuis
plusieurs années : les parents d’abord au travers du comité de gestion du français et du comité
de gestion allemand, et je veux les remercier à travers vous, chers Bernard, cher Monsieur
Koppitz, à travers l’équipe professorale, qui est dévouée. Merci Monsieur le Proviseur, merci
messieurs et mesdames les professeurs.
Ce nouveau campus est un élément structurant de notre coopération franco-chinoise à
Shanghai et, vous le savez, la coopération franco chinoise est dense, confiante, et se situe à un
niveau rarement atteint par le passé.
Le soutien du gouvernement français au lycée, et du gouvernement allemand sont sans faille.
Lors de sa visite, notre Ministre des Affaires Etrangères et du Développement International,
Monsieur Jean-Marc Ayrault, a tenu à venir visiter le lycée, et s’est entretenu avec le maire de
Shanghai à propos de ce projet.
Le soutien de notre Ambassadeur, Monsieur Gourdault-Montagne, est également sans faille.
Il me charge de vous dire que lors de sa visite à Shanghai, il viendra visiter le chantier, et
pourquoi pas autour du 22 janvier, date si importante, pour la coopération franco-allemande.

The two schools, located in the district's Xinjiangwan area, plan to recruit 2,000 students, covering education from kindergarten to senior high school, and only for foreigners. The first phase of construction will cover an area of 35,000 square meters. The two schools will share certain facilities including a library and a gymnasium. The district started its cooperative negotiation with the German School & Kindergarten Shanghai and the French School of Shanghai in 2013, and acquired a certificate to open privately run schools last year. The new schools will provide convenience to foreign talents attracted to Yangpu district during its campaign to build the district into a center for scientific and technological innovation. the Yangpu District, will open in 2018 to offer education from kindergarten through high school for

annual tuition fee is about 140,000 yuan (US$20,440), he said.
Shanghai is the biggest investment destination in China for over 2,000 German and French companies.

奠基仪式上，区委副书记、区长谢坚钢代表区政府对上海杨浦德法学校项目奠基表示

示范基地，激励和吸引了大量创业创新的国际化的高端人才，杨浦在为这些海外人才

上海德国学校介绍
上海德国学校于 1995 年由学校家长委员会成立的私立学校。2007/2008 年度，该校在
上海两所校园学生总数共计 850 名。在浦西欧洲校园的学生包括幼儿园直到十二年级
高中毕业生，自 2007/2008 学期伊始，上海德国浦东校区成立，从幼儿园到六年级的学
生在这里学习。课程采用德语授课，按照德国国家资质的教师和国家认可的幼儿园教
师制定的德国教学计划进行。因此，入学条件首先是学生必须具备足够的德语水平，
中国政府部门原则上不允许中国国籍的学生到该校上学。

Yangpu District answers call to nurture innovation

YANGPU District, one of China’s oldest industrial centers, is reinventing itself as a pioneer
in the national strategy to promote mass entrepreneurship and innovation.
Yangpu was home to China’s earliest paper mill, modern shipyard, water plant, textile mill
and coal-gas plant — most of which date back more than a century. Now though, the
district aims to become a national demonstration zone for public innovation and business
startups by 2018.
Along the way, local authorities hope to realize the city government’s plans to turn
Shanghai into a global innovation hub by bringing together skilled professionals,
technologies, funds and preferential policies geared to startups. A batch of leading startup
companies in several new industries will be based in Yangpu, according to the district
government.
“To implement the mass entrepreneurship and innovation national strategy is not only an
enormous mission for Yangpu but also for universities, scientific research institutes and
enterprises based in the district,” said Li Yueqi, the Party secretary of Yangpu. They must
work together to share resources and achieve development goals, he added.
The district is home to 14 higher education institutes — including Fudan University, Tongji
University and Shanghai University of Finance and Economics — along with over 100
scientific research institutes, so the biggest advantage of Yangpu is its talent pool, Li said.
The district government has been offering supportive policies, services and funds
specifically for young entrepreneurs.
Favorable policies
Authorities will simplify the administrative application process and issue a series of new
policies to support startups, attract professionals from both home and abroad, and
enhance resource-sharing between officials, universities and enterprises, Xie Jiangang, the
district director, said at a press conference.
In one of these new policies, the district will establish a new pilot project for foreign
students from local universities to work directly after graduation without the need to have
work experience in their home countries, Xie said.

Monday, December 19, 2016Similar practices were introduced last year when Shanghai announced a series of policies to attract top talents from across the world, but those efforts were limited to undergraduates and postgraduates employed at the pilot free trade zone and Zhangjiang Hi-Tech Park. Among other related measures, the district plans to set up a special office to process applications for permanent residence permits for foreigners. It will explore ways to allow foreign firms, organizations and individuals to set up non- enterprise entities in the district to provide commercial research services as well as other services related to science and technology, said Xie. The district also plans to set up community banks that will support small and medium scientific and technological enterprises. It further aims to take the lead in setting up scientific and technological branches. Furthermore, two major foundations have been launched in Yangpu to promote innovation and entrepreneurship around the district. One foundation, started with 2 billion yuan (US$290.3 million) from the city and district governments, as well as public enterprises, will support innovative and startup programs in Shanghai. “The foundation will be used to attract and guide more public investment into new business and innovative programs that Shanghai needs to build itself into a global center for scientific and technological innovation,” said Ding Huanhuan, deputy director of Yangpu. The other foundation will help to commercialize research findings. Three top universities in Shanghai — Fudan, Tongji and Jiao Tong — have also signed related strategic cooperation contracts with the district government. The district and Fudan University will together establish a research center devoted to brain science and artificial intelligence. The district will cooperate with Shanghai Jiao Tong University to commercialize research findings and study innovation and startups. It will work with Tongji University in other areas, such as ocean engineering. Xie said the government will carry out enforcement campaigns to protect the intellectual property rights of new startups as well as establish a credit account system to protect IP. Fostering talent
A cluster of innovative parks for public innovation and startup have emerged across the
district. Several other parks will be built near Wujiaochang, Changyang Road and around
the University of Shanghai for Science and Technology. They will offer affordable rents,
access to transportation and be open to startups.
Among them, the Knowledge & Innovation Community, one of the city’s earliest innovative
communities, has become a magnet for people to share knowledge, communicate, seek
cooperative opportunities and have fun.
The Hong Kong-based Shui On Land and Yangpu District government started work on the
project in the city’s northeastern Wujiaochang area in 2003. Total investment is projected
to reach over 10 billion yuan, and cover a planned development area of 800,000 square
meters.
It has created a community where talent from nearby universities, research institutes,
enterprises, investment companies and law firms can share and exchange knowledge and
ideas. Over 1,000 activities are held in the community annually to create new products and
innovative ideas, the company said.
The management of the community also offers financial assistance, market promotion and
loan guarantees for startup enterprises, as well as IPO consulting services.
The park currently has over 60 large scale enterprises and over 600 small and medium size
startup companies.
A facility inside the community named Innospace offers early-stage incubation space and
services for micro-sized enterprises.
The Shui On Land has also established a 40-million-yuan investment fund. Over 70 percent
of the fund has been invested in over 50 entrepreneurial projects.
New campus to host German and French schools
CONSTRUCTION started earlier this month on a new campus for German and French
schools in Yangpu District to meet rising demand from the city’s expat community.
The Shanghai Eurocampus, supported by the governments of Germany and France and
Yangpu District, will open in 2018 to accept about 2,000 German- and French-speaking
children, offering education from kindergarten through high school, said Ralph Koppitz,
chairman of board of the school.

There are separate courses for French and German students to help them pass high school exams in either country and be recruited by French and German universities, Koppitz said. “There are also interactions and exchanges between German and French students to make them more open-minded and international,” he said. Mandarin will also be taught at the schools. Annual tuition at the non-profit school is about 140,000 yuan (US$20,339), he added. “The school will offer easy access to high-quality education for the increasing number of German and French professionals living and working in Yangpu District,” said Xie Jiangang, director of the district. Shanghai is the biggest investment destination in China for both German and French companies.
