Mapping threats to peace and democracy worldwide: Normandy Index 2021

                Résumé The Normandy Index, now in its third year, aims at measuring the level of threat to peace, security and democracy
                        around the world. It was presented for the first time on the occasion of the Normandy Peace Forum in June 2019, as a
                        result of a partnership between the European Parliament and the Region of Normandy. The Index has been designed
                        and prepared by the European Parliamentary Research Service (EPRS), in conjunction with and on the basis of data
                        provided by the Institute for Economics and Peace. This paper sets out the findings of the 2021 exercise, and explains
                        how the index can be used to compare peace – defined on the basis of a given country's performance against a range
                        of predetermined threats – across countries and regions. It is complemented by 51 individual country case studies,
                        derived from the Index. The paper forms part of the EPRS contribution to the Normandy World Peace Forum 2021. It is
                        accompanied by two papers, one on the EU's contribution to peace and security in 2021, the other on the EU's
                        relations with Turkey.

                Résumé The purpose of this document is to show the differences between some key indicators of the 2021 Stability and
                         Convergence Programmes (SCP) of the EU Member States and the Spring 2021 economic forecast of the European
                         Commission. In accordance with Art. 4 of Council Directive 2011/85/EU, the budgetary planning of the Member States
                         “shall be based on the most likely macrofiscal scenario or on a more prudent scenario. (…). Significant dif¬fe¬ren¬ces
                         between the chosen macrofiscal scenario and the (most recent) Commission’s forecast shall be described with
                         reasoning (…).”

               Résumé Based on a brief assessment of the current EU fiscal framework, the paper discusses when and how fiscal surveillance
                         should be enacted again, and investigates possible options for reform. The general escape clause should be lifted as
                         soon as epidemiological conditions allow for economic activity to normalise, probably by 2022. We propose a transitory
                         arrangement if the discussion on a broader reform of the fiscal framework remains inconclusive while the general
                         escape clause is in force.

               Résumé This paper provides a framework for considering when and how to deactivate the general escape clause of the Stability
                        and Growth Pact (SGP). That framework takes into account the goals of the SGP, the desire to avoid pro-cyclical
                        policy influences that might stifle Europe’s economic recovery, and the necessity not to endanger fiscal sustainability in
                        the medium term. The framework also considers the variation in performance across countries and the indicators that
                        might be used to map transitional arrangements.

                         Area Member States by mid of October 2020, with those of the autumn 2020 forecasts by the European Commission
                         (EC) and the key figures included in the 2020 Stability Programmes (SPs), as submitted by the Euro Area Member
                         States by end of April 2020, with the those of the 2020 spring forecasts by the EC. The DBPs and the SPs are
                         available on the Commission homepage (here: DBPs and SPs ). The EC is expected to adopt its opinions on the 2021
                         DBPs by end of November and the Eurogroup is expected to discuss these opinion in mid-December 2020.

               Résumé This paper discusses the analytical basis for facilitating green public investment under the Stability and Growth Pact
                        fiscal rules. It concludes that additional public debt created by deficit-financed green public investment is likely to
                        increase fiscal sustainability risks. However, such additional risks could be justified to avoid the economic damages
                        (which would also have long run consequences for public finances) arising in the absence of sufficient green public
                        investment. Tre trade off could be improved if green public investment were financed through EU debt.

               Résumé Bien qu’elle relève de la responsabilité de chaque État membre, la politique économique fait généralement l’objet
                        d’une coordination multilatérale entre les différents pays de l’Union européenne. La crise financière mondiale et la
                        crise de la dette souveraine européenne ont mis ce cadre à rude épreuve. C’est l’une des raisons pour lesquelles la
                        reprise dans l’Union a été plus lente qu’aux États-Unis et ne s’est pas opérée de manière homogène dans tous les
                        États membres. En outre, la reprise s’est principalement fondée sur des politiques budgétaires et monétaires
                        accommodantes, qui n’occultent que partiellement les signes sous-jacents de la fragilité budgétaire ou financière de
                        certains pays. Pour remédier à la situation, les institutions européennes ont lancé un double processus en 2011. Des
                        initiatives ont été prises pour renforcer le cadre actuel de la gouvernance économique et faciliter la surveillance des
                        banques de la zone euro. Parallèlement, des discussions ont débuté sur de possibles pistes pour réduire les
                        divergences économiques entre les États membres, favoriser la réduction des risques et le partage des risques,
                        accroître la transparence du processus de gouvernance et garantir la responsabilité démocratique. Dans le domaine
                        de la responsabilité démocratique, plusieurs initiatives – qui ne nécessitaient aucune modification des traités de
                        l’Union – ont été lancées entre 2015 et 2017. À l’été 2017, les échanges de vues sur l’approfondissement du cadre
                        politique de l’Union économique et monétaire se sont intensifiés. Cette procédure, préconisée dans le rapport des cinq
                        présidents (rédigé par les présidents des principales institutions européennes) et qui devrait s’achever à l’horizon
                        2025, est désormais examinée à l’échelle des États membres. L’état d’avancement actuel de ces travaux témoigne de
                        deux principales préférences stratégiques, qui scindent les États membres en deux groupes: d’une part, ceux qui
                        donnent la priorité aux mesures de partage des risques (comme la France) et, d’autre part, ceux qui prônent
                        davantage d’initiatives de réduction des risques (tels que l’Allemagne). En raison de cette absence de consensus, le
                        Conseil européen a été jusqu’à présent dans l’incapacité de trouver une solution. Le présent document est une mise à
                        jour d’une note plus ancienne, publiée avant les élections européennes de 2019.

               Résumé The approach to Debt Sustainability Assessments (DSAs) has substantially evolved after the global crisis, consistent
                       with the goal of improving detection of high and low frequency risks. DSAs cover an increasing number of indicators,
                       systematically look into implicit and contingent liabilities, and use statistical methods to quantify “tail events”. They also
                       operationalize debt limits, by adopting thresholds for debt and payment flows to single out enhanced vulnerability.
                       While these developments mark true progress, this paper focuses on liquidity risk, contagion risk and the identification
                       of debt limits as critical areas limiting DSA effectiveness, explains why DSA should embed potentially available official
                       support and how an incomplete lending architecture is a hurdle for DSA. The paper concludes with a comparative
                       assessment of current standard DSAs, suggests directions for further improvement and discusses the correct use of
                       DSAs in light of the strengths and weaknesses inherent in the underlying methodologies..

               Résumé This briefing provides an overview of the role played by national fiscal institutions in the preparations of forthcoming
                        budgets in EU Member States. As part of the scrutiny of the implementation of the economic governance framework in
                        the European Union, the objective of the briefing is twofold: 1) to give and overview of the extent to which the Stability
                        or Convergence Programmes and the Draft Budgetary Plans contain information about the involvement of independent
                        national fiscal bodies in the preparation of these programmes/plans; and 2) to give an overview of the current set-up

               Résumé      Country-Specific Recommendations (CSRs) provide guidance to EU Member States on macro-economic, budgetary
                           and structural policies in accordance with Articles 121 and 148 of the Treaty on the Functioning of the European Union
                           (TFEU). These recommendations, issued within the framework of the European Semester since 2011, are aimed at
                           boosting economic growth and job creation, while maintaining sound public finances and preventing excessive
                           macroeconomic imbalances.
                           After being endorsed by the European Council and formally adopted by the ECOFIN Council, CSRs are to be taken
                           into account by Member States in the process of national decision making. The Commission also proposes policy
                           recommendations to the euro area based on Article 136 of the TFEU. The Council and the Commission closely monitor
                           the implementation of CSRs and take further actions as appropriate.

                Résumé Economic governance refers to the system of institutions and procedures established to achieve Union objectives in
                         the economic field, namely the coordination of economic policies to promote economic and social progress for the EU
                         and its citizens. The financial, fiscal and economic crises that began in 2008 showed that the EU needed a more
                         effective model of economic governance than the economic and fiscal coordination in force until then. Developments in
                         economic governance include reinforced coordination and surveillance of both fiscal and macroeconomic policies and
                         the setting-up of a framework for the management of financial crises.

                         Klaus Regling has been Managing Director of the ESM since its inauguration on 8 October 2012. His term of office
                         lasts for 5 years and may be renewed only once. Note that the Eurogroup is to discuss the state of play regarding the
                         implementation of Greece's economic adjustment programme at its meeting of 9 November 2015.

              Résumé This study provides an evaluation of the implementation of the 2013 Country-Specific Recommendations (CSRs)
                        adopted by the EU Council of Finance Ministers, after endorsement by the European Council in the framework of the
                        2013 European Semester. CSRs aim at boosting sustainable growth and jobs while ensuring the soundness of
                        Member States' public finances. They relate to four broad policy areas: public finances, the financial sector, structural
                        reforms, and employment and social policies. The text focuses on 22 EU Member States for which an IMF Country
                        Report and/or an OECD Economic Survey was published in 2014. EU Member States, which were under an Economic
                        Adjustment Programme – namely, Greece, Ireland, Portugal, Cyprus - are not covered by this analysis, as the
                        Commission did not issue any CSRs for them in 2013. Romania is not covered either as it was under an EU/IMF
                        financial assistance programme. The analysis contained in this study suggests that implementation of CSRs by EU
                        Member States continued to lose momentum in 2013. Only 11 per cent of the CSRs were fully addressed, compared to
                        an average of 18 per cent in 2011-12. Conversely, the rate of 'no implementation' rose to 55 per cent, from 43 per cent
                        in 2011-12.
