GUIDE TECHNIQUE DE L' ÉPREUVE

Article 1: Organisation.
ARTICLE 1
L’épreuve cycliste, intitulée le 17ème Grand Prix de Dottignies, est organisée par l’ASBL Vélo-Club «Les Sportifs »de Dottignies
(matricule n°H/70.04 - 21970004), ayant son siège au 25 Clos du Val D 'espierre àB – 7730 Saint Léger,, sous le règlement de
l’Union Cycliste Internationale (UCI), de la Royale Ligue vélocipédique belge (RLVB) et de la Fédération Cycliste Wallonie-Bruxelles
(FCWB).
Elle se dispute le lundi 2 avril 2018.
Article 2 : T y p e d ’ é p r e uv e .
ARTICLE 2
L’épreuve cycliste est réservée aux athlètes des catégories Dames-Elites. Elle est inscrite au calendrier UCI Mondiale.
Et est classée en classe WE 1.2. conformément au règlement UCI, elle attribue les points suivants : Les points
UCI sont 40 - 30 - 16 - 12 - 10 - 8 - 6 - 3 - 2 -1 pour les 10 premiers coureurs.
ARTICLE3
Conformément àl’article 2.1.005 du règlement de l’UCI, l’épreuve cycliste est ouverte aux équipes suivantes : Equipes Féminines UCI -
Equipes Nationales - Equipes Régionales ou de Club - Equipes Mixtes.
Le nombre de coureurs par équipe est limitéde 5 à7 coureurs. L’inscription des participantes se fait par équipe. La signature du coureur
se fait sur le podium
ARTICLE4
Le 17ème Grand Prix de Dottignies est inscrit, pour la 7ème année consécutive, au Challenge LOTTO CYCLING CUP 2018, challenge de
régularitéattribuant des prix aux 3 premières de l’épreuve, àla première des catégories GPM et Sprints, toutes nationalités confondues.
Les maillots distinctifs ainsi que les classements de chaque catégorie après chaque épreuve sont attribués exclusivement aux meilleures
belges des équipes belges en lice (UCI, Nationale, Continentales, Régionales, Clubs et Mixtes). Ces équipes belges, étant inscrites à
celui-ci, sont dans l’obligation de participer àtoutes les épreuves de ce challenge qui en compte 8 de classe WE 1.2 et 1.1. sous peine de
sanctions en cas de non-participation. Rappel, les maillots distinctifs ne peuvent pas être portés en course.

Le Lotto Cycling Cup est en partenariat avec la RLVB-KBWB, 49, Avenue du Globe, B - 1190 Bruxelles.
ARTICLE 5
La permanence de départ se tient le 2 avril 2018 àla Ferme des Jeunes, Rue Vicaire Georges Minne , à7711 Dottignies. Elle sera
ouverte àpartir de 9h30.
La confirmation des partants et le retrait des dossards des coureurs se font àla permanence, de 10h00 à11h45, le 2 avril 2018.
Le briefing en présence des Membres du Collège des Commissaires, est fixéà12h00 et aura lieu àDottignies àla Ferme des
Jeunes, Rue Vicaire Georges Minne , à7711 Dottignies . Il est demandéla présence OBLIGATOIRE de tous les directeurs sportifs.
Presentation Equipes et signatures à13h00 au podium enéquipe complète,.
Un second briefing en présence de la Police Fédérale et des Organisateurs concernant la sécuritépendant l’épreuve aura lieu à 12h30
avec la participation des bénévoles et personnes responsables àla sécuritéde l’épreuve, au même endroit. Celui-ci sera supervisépar
le Président du Collège des Commissaires.
La permanence d’arrivée se tient le 2 avril 2018 à17h45 àla Ferme des Jeunes, Rue Vicaire Georges Minne , à7711 Dottignies.
Les vestiaires (Départ-Arrivée) et les douches se situeront : Ecole, (salle de judo) rue de St léger àDottignies
400 mde l’arrivee, Ils seront ouverts àpartir de 10h00.

2 voitures neutres seront àla disposition des coureurs.
ARTICLE 7
RAVITAILLEMENT
Il se fera àpartir du 4ème passage jusqu’au 6ème passage, àla rue de SAINT LEGER,
ARTICLE8
Tout coureur arrivant dans un délai dépassant 8%du temps du vainqueur ne sera plus retenu au classement. Le délai
peut être augmentéen cas de circonstances exceptionnelles par le Collège des Commissaires, en consultation avec ll
l’Organisateu
ARTICLE 9
Le classement général final sera établi individuellement au terme cette épreuve cycliste.
Les classements du Lotto Cycling Cup sont un droit de l’Organisateur de ce challenge concernant les coureurs international et des équipes
belges participantes suivant le règlement de la RLVB-KBWB.
ARTICLE 10
GRAND PRIX DE LAMONTAGNE.
Un classement de la Montagne (GPM) est disputéaux points sur l’ensemble des 3 gpm intermédiares jugés sur le passage de la ligne
au sommet de la cote a KOOIGEM (1e, 3e et 5e passage). Il sera attribué5, 3 et 1 points àchaque côte aux 3 premiers. En cas d’ex-
aequo, au classement de la montagne, il est fait application des critères suivants, jusqu’à ce qu’il y ait départage :
1. Nombre de premières places dans les sprints qui compte pour le classement de la montagne.
2. Classement général individuel au temps.
ARTICLE11
CLASSEMENT DES RUSHES
Un classement des rushes est disputéaux points sur l’ensemble des 3 sprints intermédiaires jugés sur le passage de la ligne d’arrivée
(2e , 4e et 6e passage). Il sera attribué5, 3 et 1 points àchaque sprint intermédiaire aux 3 premiers. En cas d’ex-aequo au classement des
rushes, il est fait application des critères suivants, jusqu’à ce qu’il y ait départage :
1. Nombre de premières places dans les rushes.
2. Classement général individuel au temps.
ARTICLE 11
Les prix en € (Euro) seront attribués suivant le classement général final, soit 20 prix répartis suivant le règlement de l’UCI et de la
RLVB/FCWB:

Le règlement antidopage de l’UCI s’applique intégralement àla présente épreuve cycliste. En outre, la législation antidopage locale
(CommunautéFrançaise de Belgique) s’applique conformément aux dispositions de la loi en vigueur. Le contrôle antidopage a lieu àla
Ferme des Jeunes, Rue Vicaire Minne , à7711 Dottignies (Local Médicalisé), .
ARTICLE13
Conformément àl’article 1.2.112 du règlement de l’UCI, les coureurs suivants doivent se présenter au protocole :
Les 3 premiers de l’épreuve cycliste.
Ils se présenteront directement après leur arrivée. Dans les 10 minutes maximum
ARTICLE14
Le barème des pénalités de l’UCI est le seul applicable.

ARTICLE16
Les décisions du Collège des Commissaires ou du juge-arbitre en matière de faits de course sont sans recours, sauf s’il est prononcéune
amende dépassant CHF 500,00.
Dans ce dernier cas, les licenciés peuvent former un appel auprès de la commission disciplinaire de l’UCI qui décide en dernière instance.
L’appel doit être introduit dans les dix jours de la fin de l’épreuve.
La commission disciplinaire doit informer l’UCI de l’introduction de l’appel dans les huit jours. Une copie de la décision d’appel doit être
envoyée àl’UCI, ceci également dans un délai de huit jours.

De wedstrijd, genoemd 17de Grote Prijs van Dottenijs, wordt georganiseerd door VZW Vélo-Club «Les Sportifs »van Dottenijs
(registratie nr H/70.04 - 21970004), die zijn zetel heeft aan 25,clos du val d espierre B – 7730 SAINT LEGER js, onder de
regeling van de Internationale Wielerunie (UCI), van de Koninklijke Belgische Wielrijdersbond (KBWB) en van Wielerbond Wallonië-
Brussel (FCWB).
Deze wedstrijd wordt gereden op maandag 2 april 2018.
Artikel 2 : T y p e wedstrijd.
De wedstrijd is gereserveerd de categorie Dame-Elites. Deze wedstrijd staat op de UCI kalender..
De wedstrijd wordt in de klasse WE1.2 ingedeeld, in overeenstemming met de regeling UCI, kent zij de volgende punten toe :
40 - 30 - 16 - 12 - 10 - 8 - 6 - 3 – 2 - 1. Voor de eerste 10 rensters.
Artik el 3 : D e e l n e m i n g .
Volgens artikel 2.1.005 van het UCI regeling, is de wedstrijd open voor de volgende ploegen : UCI Damesploegen - Nationale Ploegen -
Clubploegen - Mixte Ploegen.
Het aantal renners per ploeg wordt van 5 tot 7 renners beperkt. De inschrijving van de deelneemsters komt per ploeg tot stand. De
handtekening van de renner gebeurt op het podium.
A rt ik el 4 : L o t t o C y c l i n g C u p 2 0 1 8 .
De 17de Grote Prijs van Dottenijs wordt, voor 7de achtereenvolgend jaar, aan LOTTO CYCLING CUP 2018, regelmatigheidscriterium die
prijzen toekent aan de 3 eersten van de wedstrijd, aan de eerste van de categorieën GPMen Sprints, alle nationaliteiten ingeschreven bij
elkaar genomen. Leiderstruien, evenals de indelingen van elke categorie na elke wedstrijd worden aan alle rensters en ploegen
toegekend (UCI, Nationaal, Continentaal, Regionalen, Club en Mixte). Omdat deze Belgische ploegen, aan deze worden ingeschreven,
zijn in de verplichting om aan alle wedstrijd van dit challenge deel te nemen die in rekening 6 van de klasse WE 1.2. op straffe van
sancties in geval van niet-participatie. Oproep, Leiderstruien zullen niet in wedstrijd gedragen worden.

Artikel 5 : Perm anentie.
De permanentie van vertrek bevindt zich op 2 april 2018 in “la Ferme des Jeunes”, Rue Vicaire Georges Minne , à7711 Dottinijs .
Zij zal vanaf 9u.30 geopend worden.
De bevestiging van de deelnemers en de uitgave van de rugnummers van de renners gebeuren aan de permanentie, van 10u.00 aan
11u.45, op 2 april 2018.
De briefing in aanwezigheid van de Leden van het College van de Commissarissen, is op 12u.00 vastgesteld en zal in “la Ferme des
Jeunes”, Rue Vicaire Georges Minne , à7711 Dottinijs , plaatsvinden. VERPLICHTE deelname van alle Sportdirecteuren gevraagd.
Een tweede briefing in aanwezigheid van de Federale Politie en de Organisatoren betreffende de veiligheid gedurende de wedstrijd zal om
12u.30 met medewerking van de verantwoordelijke vrijwilligers en personen aan de veiligheid van de wedstrijd, in dezelfde locaitie
plaatsvinden. Deze zal door de Voorzitter van het College van de Commissarissen de supervisie gehad worden over.
De permanentie van aankomst houdt zich op 2 april 2018 aan 17u.45 aan “la Ferme des Jeunes”, Rue Vicaire Georges Minne , à7711 Dottinijs
De kleedkamers (Vertrek-aankomst) en de douches zullen zich bevinden : School, (judokamer) Rue de St. Léger, Dottenijs (400
meter van de aankomst) Zij zullen vanaf 10u.00 geopend worden.
Artik el 6 : R a d i o -T o u r.
De wedstrijdinformatie zal onder de frequentie uitgegeven worden:

Artikel 8 : Bevo o rr ad ing .
Toegelaten vanaf 4de passage tot 6e passage in te saintlegerstraat,
A rt ik el 9 : T e r m i j n e n v a n a a n k o m s t .
Iedere renner die binnen een termijn aankomst die 8%van de tijd van de overwinnaar overschrijdt, zal niet meer aan de klassement
worden. De termijn kan in geval van uitzonderlijke omstandigheden door het College van de Commissarissen, in overleg met de
Organisator verhoogd zijn.
A rt ik el 1 0 : K l a s s e m e n t e n .
AGEMENE KLASSEMENT VOOR DE WEDSTRIJD. Het
volgende klassement zal als volgt opgesteld zijn :
Het definitieve algemene klassement zal individueel aan de term deze wedstrijd opgesteld zijn.
De klassementen van Lotto Cycling Cup zijn een recht van de Organisator van dit challenge betreffende de Belgische renner van de
deelnemende Belgische ploegen volgens de regeling van KBWB-RLVB.
. BERGKLASSEMENT.
Een rangschikking van de Berg (GPM) wordt verreden op 3 passages aan top van de helling te KOOIGEM (1ste, 3de, en 5de Passage).
Het zal worden bekroond met 5, 3 en 1 punten voor elke kant van de top 3. In het geval van een gelijke stand, de indeling van de berg,
wordt het toegepast aan de volgende criteria totdat er gescheiden:
1. Aantal eerste plaatsen in de sprints, die goed is voor het bergklassement.
2. Algemeen individueel klassement tijd.
. RUSHESKLASSEMNT.
Een classificatie van rushes is omstreden punten op alle vier tussensprints beoordeeld op het passeren van de finishlijn
(2de , 4de en 6de passage). Het krijgt 5, 3 en 1 punt voor elke tussensprint de eerste 3. In het geval van een gelijke stand in het klassement
riet wordt gebruik gemaakt van volgende criteria totdat er gescheiden:
1. Aantal eerste plaatsen in het riet.
2. Algemeen individueel klassement tijd.
Artikel 1 1 : Prijzen.
De prijzen in € (Euro) zullen volgens de definitieve algemene klassement toegekend worden, d.w.z. 20 prijzen die volgens de regeling van
UCI en KBWB/FCWB worden verdeeld:

De regeling antidopage van UCI is volledig van toepassing op deze wedstrijd. Bovendien is de plaatselijke wetgeving antidopage (Franse
Gemeenteschap van België) overeenkomstig de beschikkingen van de wet geldend van toepassing. De controle antidopage vindt aan “la
Ferme des Jeunes”, Rue Vicaire Georges Minne , te 7711 Dottinijs(Gemedicaliseerd Lokaal),
Artik el 1 3 : Pro to co l.
Overeenkomstig artikel 1.2.112 van de regeling van de UCI, moeten de volgende renners zich aan het protocol presenteren :
De 3 eersten van de wedstrijd.
Zij zullen zich DIRECT na hun aankomst NAAR het podium beschikken.
Artik el 1 4 : Stra f f en.
De barema van straffen van UCI is enige van toepassing.

Artik el 1 6 : B e z w a r e n .
De beslissingen van het College van de Commissarissen of de rechter-scheidrechter inzake feiten van wedstrijd zijn zonder beroep,
behalve als hij duidelijk een boete is die CHF 500,00 overschrijdt.
In dit laatste geval, kunnen de ontslagenen een verzoek bij de disciplinaire commissie van UCI vormen die in laatste instantie besluit. Het
verzoek moet binnen de tien dagen van het eind van de proef ingevoerd worden.
De disciplinaire commissie moet UCI van de invoering van het verzoek binnen de acht dagen mededelen. Een kopie van de beslissing
van verzoek moet naar UCI, dit eveneens binnen acht dagen verzonden worden.

The Race, called the 17th Grand Prix of Dottignies, is organized by the Vélo-Club «Les Sportifs »de Dottignies (Number H/70.04 –
21970004) under the regulation of International Union Cyclist (UCI), the Royal Belgian Velocipedique League (RLVB) and the Federation
Cyclist Wallonia Brussels (FCWB).
Will be raced on Monday, April 2nd , 2018.
Article 2 : T y p e o f ra ce.
The race is reserved to the athletes of Women-Elites. It is registered on the calendar UCI Mondial.
The race cyclist is classified in class WE 1.2 in accordance with regulation UCI, it allots the following points :
The UCI Points are 40 - 30 - 16 - 12 - 10 - 8 - 6 - 3 - 2 -1 for the ten first riders
A r t i c l e 3 : Pa r t i c ip a t io n .
In accordance with article 2.1.005 of the regulation of the UCI, the race cyclist is opened to the following teams : Women’s Teams UCI –
National Teams and the Mixed Club-Teams.
The number of runners per team is limited from 5 to 7 runners. The inscription of participating is done by team. The signature of the runner is done on
the podium.
Article 4 : Lotto Cycling C u p 2 0 1 8 .
The 17th Great Price of Dottignies is registered, for the 7th consecutive year, with Challenge LOTTO CYCLING CUP 2018, challenge of
regularity allotting of the prices to the 3 first of the test, with the first of the categories GPM and Sprints, all confused nationalities. The
distinctive shirts as well as the classifications of each category after each test are allotted exclusively to the best Belgians of the Belgian
teams in string (Mixed UCI, Nationale, Continentales, Régionales, Clubs and). These Belgian teams, being registered with this one, are
obliged to take part in all the tests of this challenge which counts 6 of class WE1.2 of them. under penalty of sanctions in the event of non-
participation. Recall, the distinctive shirts cannot be carried in race.

The confirmation of leaving and the withdrawal the numbers of the runners are done with permanence, of 10:00 to 11:45, onApril
2nd, 2018.
The briefing, in the presence of the Members of the College of Commissaire, is fixed at 12:00 and will take place with the“la Ferme des
Jeunes,” Vicaire Georges Minne street , à7711 Dottignies. It is asked the OBLIGATORY presence of all the sporting directors.
Asecond briefing in the presence of the Federal Police force and of the Organizers concerning safety during the test will have place with
12:30 with the participation of voluntary and people responsible in safety for the test, in this same capital. This one will be supervised by
the President of the College of the Commissaire.
The permanence of arrival is held onApril 2, 2018 with 17:45 with the “la Ferme des Jeunes,” Vicaire Georges Minne street , à7711 Dottignies.
The cloakrooms (Start-Finish) and the showers will be located: School, (judo room) St Léger street, Dottignies (400 m of the
finish). They will be open starting from 10 :00.

The information of race will be transmitted under the frequency :

It will start at the 4th passage until 6th pass on theboulevard des canadiens

Any runner arriving within a deadline exceeding 8%of the time of the winner will not be retained any more with the classification. The time
can be increased in the event of exceptional circumstances by the Colege of Commissaire, in consultation with the Organizer.
Article 1 0 : Cla ssif ica tio n.
GENERALCLASSIFICATION OFTHE RACE. The
following classification will be established as follows:
Final general classification will be established individually at the end of this race cyclist.
The classifications of Lotto Cycling Cup are a right of the Organizer of this challenge concerning the Belgian runners of the
participating Belgian teams according to the payment of the RLVB-KBWB.
CLIMBER CLASSIFCATION.
The climber ranking (GPM) will be disputed on points obtained during the 3 mountain sprints for this classification on passage on the top
tbe hill te kooigem 1st, 3rd and 5th passage. It will be awarded 5, 3 and 1 points for each side to the top 3. In case of a tie, the classification of
the mountain, it is applied the following criteria until there separated:
1. Number of first places in the sprints which count for the climbing ranking.
2. General individual time classification.
RUSHES
Aclassification of rushes is disputed points on all four intermediate sprints judged on passing the finish line (2nd, 4rd and 6th passage). It
will be awarded 5, 3 and 1 points for each intermediate sprint to the first 3. In case of a tie in the standings rushes, it is applied the
following criteria until there separated:
1. Number of first places in the sprints which count for the climbing ranking.
2. General individual time classification.
Article 1 1 : Prizes.
The prizes in € (Euro) will be awarded according to final individual general classification, that is to say 20 prices distributed followingthe
regulation of the UCI and the RLVB/FCWB:

The regulation antidopage of the UCI applies completely to the present race cyclist. Moreover, the local legislation antidopage (French-
Speaking Community) applies in accordance with the provisions of the law in force. Control antidopage takes place with with the“la

In accordance with article 1.2.112 of the regulation of the UCI, the runners following must present itself to the protocol :
3 first of the race cyclist.
They will be presented DIRECTLY after their arrival.

The scale of penalties of the UCI is the only applicable one.

The decisions of the College of Commissaire of the referee as regards facts of race are without recourse, except if it is marked a fine exceeding
CHF500,00.
In this last case, the bachelors can form a call attached to the disciplinary commission of the UCI which decides in last authority. The call must be
introduced into the ten days of the end of the race.
The disciplinary commission must inform the UCI of the introduction of the call into the eight days.Acopy of the decision of call must be sent to
the UCI, this also within a period of eight days.
