SAM/SAPEA Le ‘Science Advisory Mechanism’ (SAM) de la Commission européenne: un rôle important pour les Académies nationales • La CE développe un nouveau mécanisme de conseil scientifique indépendant ayant pour but d’informer l’élaboration de sa politique scientifique et la législation de l’UE (J.C. JUNCKER, Mai 2015), exit d’Ann Glover • Le SAPEA (110 Académies-15 000 Académiciens) . « High Level Group/GCSA »de scientifiques indépendants - 7 experts ont été sélectionnés parmi 150 candidats proposés par les différents groupes médicaux en Europe: J. European Networks EASAC Euro-CASE (European Academies Science Advisory Council) (European Council of Academies of Applied Sciences, Technologies and Engineering) Who: EASAC is formed by the national science academies of the EU Member States to enable them to collaborate with Who: Euro-CASE is an independent non-profit organisation each other in providing independent science advice to of national academies of Engineering, Applied Sciences and European policy-makers. EU Scientific Advice Mechanism (SAM) • In May 2015, President Juncker announced the New Scientific Advice Mechanism SAM. • Objective: To ensure that the EC has access to the best possible scientific advice, independent of institutional or political interests. • Two essential parts: 1. HLG: 7 members 2. SAPEA: Independent pillar within SAM Policymakers actively seek the advice of the academies, instead of the academies seeking their attention.
Background: Inter-Academy Cooperation at EU-level The 5 European Academy Networks, committed to strengthen their cooperation at EU level, entered into negotiations about their cooperation in 2014. Objective: To provide independent interdisciplinary evidence-based policy to the European Commission by combining the resources of 100 individual academies across Europe with hundreds of Fellows each, covering all disciplines (social, human, natural, engineering and medical sciences).
SAPEA project: geographical coverage 100 Academies across Europe and beyond.
SAPEA: Some fundamentals • Board composed of the 5 Networks’ Presidents. Chairmanship on a yearly rotating basis. 3rd Chair: Bernard CHARPENTIER President FEAM • Equal decision rights for all 5 partners managing a quasi-equal budget. • Approx. 65 % of the budget reserved for science-based policy advice projects, the remainder for coordination, communications, quality standards and a sustainability study (6 ME/4 years). • Organisational lead for each project by the most qualified network. • Possibility of an enlargement of the Networks’ work through involvement of outstanding external experts from NGOs, business sector, etc. along selection criteria such as scientific excellence, experience, relevance, …. • Two main principles: – The Academies stay independent and self-determined. – The Academies will publish the reports, studies produced within SAPEA.
SAPEA Management and Coordination Structure Each Network will hire one Science Policy Officer (SPO). In addition, a Senior Science Policy Officer (SSPO) and a Head of Communications (HC) will be hired for the Consortium.

SAPEA: Outputs & Dissemination • Outputs The Consortium will provide science-based policy advice and scientific inputs in different formats within SAM. – Formats: • Scoping papers, • Evidence review reports, • Scientific statements or small reports, • Reports, and • Studies. – Quality process: All publications will be peer-reviewed and endorsed by the Academy Networks. • Dissemination A Communications Office will ensure that the SAPEA project’s activities and achievements are communicated effectively and public engagement activities are carried out.
All academies within the European Academy Networks are part of SAPEA and are encouraged to participate actively Opportunities for member academies to be involved in SAPEA include: • suggesting scientific topics • nominating Fellows for SAPEA Working Groups or other events requiring the advice of an expert (e.g. experts’ workshops or stakeholder meetings). Fellows’ travel costs will be reimbursed. • hosting working group meetings (direct costs can be covered) • acting as “Lead Academies” for a selected scientific topic • hosting outreach events (event support can be provided) • raising the visibility of academy work at a European Level by sharing news of activities with the SAPEA Communications Office for the project website: www.sapea.info • Sending policy relevant reports to SAPEA for inclusion in the SAPEA online database
