European Commission - Press release First 17 “European Universities” selected: a major step towards building a European Education Area Brussels, 26 June 2019 The European Commission has today announced the higher education institutions from all over Europe that will be part of the first “ European Universities” alliances. They will enhance the quality and attractiveness of European higher education and boost cooperation between institutions, their students and staff. Out of 54 applications received, 17 European Universities involving 114 higher education institutions from 24 Member States were selected (see Annex), based on an evaluation carried out by 26 independent external experts, including rectors, professors and researchers, appointed by the Commission. European Universities are transnational alliances of higher education institutions from across the EU that share a long-term strategy and promote European values and identity. The initiative is designed to significantly strengthen mobility of students and staff, and foster the quality, inclusiveness and competitiveness of European higher education. Tibor Navracsics, Commissioner for Education, Culture, Youth and Sport, said: "I am pleased to see the ambition of the first 17 European Universities, which will act as role models for others across the EU. They will enable the next generations of students to experience Europe by studying in different countries. I am convinced that this initiative, a key building block of the European Education Area, will be a real game changer for higher education in Europe, boosting excellence and inclusion.” The selection of European Universities includes a broad range of higher education institutions from across the EU, from universities of applied sciences, technical universities and universities of fine arts to comprehensive and research-intensive universities. European Universities will become inter-university campuses around which students, doctoral candidates, staff and researchers can move seamlessly. They will pool their expertise, platforms and resources to deliver joint curricula or modules covering various disciplines. These curricula will be very flexible and will allow students to personalise their education, choosing what, where and when to study and get a European degree. European Universities will also contribute to the sustainable economic development of the regions where they are located, as their students will work closely with companies, municipal authorities, academics and researchers to find solutions to the challenges their regions are facing. In total, a budget of up to €85 million is available for the first 17 “European Universities”. Each alliance will receive up to €5 million in the coming three years to start implementing their plans and pave the way for other higher education institutions across the EU to follow. Their progress will be closely monitored. This first call – together with a second one to be launched this autumn – will test different models to implement the new concept of European Universities and its potential to boost higher education. For the next long-term EU budget running from 2021-2027, the Commission proposed to fully roll out European Universities under Erasmus+, with a significantly increased budget. While some alliances are comprehensive and cover all disciplines, others are for example focusing on urban coastal sustainability, social sciences or global health. Each alliance is composed on an average of seven higher education institutions from all parts of Europe, leading to new partnerships. This reflects the distribution of applications received from the various countries. Background The European Commission proposed this new initiative to European Union leaders ahead of the Gothenburg Social Summit in November 2017. The initiative was endorsed by the European Council in December 2017 which called for the emergence of at least 20 European Universities by 2024 and is part of the push towards establishing a European Education Area by 2025. Developed together with Member States, higher education institutions and student organisations, the concept of the European Universities attracted applications from 54 alliances involving more than 300 higher education institutions from 28 Member States and other Erasmus+ Programme Countries. They
replied to an Erasmus+ call on “European Universities” launched in October 2018.
The €60 million originally set aside for this new Erasmus+ initiative has been increased to €85 million
allowing for the funding of 17 alliances rather than the 12 initially foreseen.

Ces alliances renforceront la qualité et l'attractivité de l'enseignement supérieur européen et stimuleront la coopération entre les établissements, leurs étudiants et les membres de leur personnel. Sur 54 candidatures reçues, 17 universités européennes représentant 114 établissements d'enseignement supérieur de 24 États membres ont été sélectionnées (voir annexe) à l'issue d'une évaluation effectuée par 26 experts externes indépendants, comprenant des recteurs, des professeurs et des chercheurs, nommés par la Commission. Les universités européennes sont des alliances transnationales d'établissements d'enseignement supérieur de toute l'UE qui ont en commun une stratégie à long terme et font la promotion des valeurs et de l'identité européennes. Cette initiative vise à renforcer sensiblement la mobilité des étudiants et du personnel universitaire et à améliorer la qualité, l'inclusivité et la compétitivité de l'enseignement supérieur européen. Tibor Navracsics, commissaire chargé de l'éducation, de la culture, de la jeunesse et du sport, a déclaré: «Je me réjouis de voir l'ambition affichée par les17 premières universités européennes, qui serviront de modèles à d'autres universités de l'UE. Elles permettront aux prochaines générations d'étudiants de faire l'expérience de l'Europe en étudiant dans différents pays. Je suis persuadé que cette initiative, élément fondamental de l'espace européen de l'éducation, en stimulant l'excellence et l'inclusion, sera un réel vecteur d'évolution pour l'enseignement supérieur en Europe.» Les universités européennes sélectionnées comprennent toutes sortes d'établissements d'enseignement supérieur de toute l'UE, des universités de sciences appliquées aux établissements supérieurs techniques, en passant par les écoles des beaux-arts et les universités polyvalentes et à forte intensité de recherche. Les universités européennes deviendront des campus interuniversitaires au sein desquels étudiants, doctorants, personnel universitaire et chercheurs pourront évoluer sans heurts. Elles mettront en commun leur expertise, leurs plateformes et leurs ressources pour proposer des programmes d'étude ou des modules communs englobant diverses disciplines. Ces programmes seront très souples et permettront aux étudiants de personnaliser leur éducation, en choisissant quoi, où et quand étudier et obtenir un diplôme européen. Les universités européennes contribueront aussi au développement économique durable des régions dans lesquelles elles se situent, leurs étudiants travaillant main dans la main avec les entreprises, les autorités municipales, les universitaires et les chercheurs en vue de trouver des solutions aux problèmes rencontrés par leurs régions. Un budget total de maximum 85 millions d'euros est mis à la disposition des 17 premières «universités européennes». Chaque alliance recevra jusqu'à 5 millions d'euros au cours des trois prochaines années en vue de commencer à mettre en œuvre leurs plans et à préparer la voie à d'autres établissements d'enseignement supérieur de toute l'UE. Leurs progrès seront suivis de près. Le premier appel à candidatures, ainsi que le deuxième, qui sera lancé à l'automne de cette année, testeront différents modèles pour mettre en œuvre le nouveau concept d'universités européennes et sa capacité à stimuler l'enseignement supérieur. Pour le prochain budget à long terme de l'UE sur la période 2021-2027, la Commission a proposé de déployer complètement les universités européennes dans le cadre d'Erasmus+, en s'appuyant sur un budget considérablement augmenté. Alors que certaines alliances ont un caractère exhaustif et couvrent la totalité des disciplines, d'autres mettent l'accent, par exemple, sur le développement urbain côtier durable, les sciences sociales ou encore la santé mondiale. Chaque alliance réunit en moyenne sept établissements d'enseignement supérieur de tous les pays d'Europe, ce qui donne lieu à des partenariats nouveaux. Cette diversité se retrouve dans la répartition des candidatures reçues de différents pays. Contexte
La Commission européenne a proposé cette nouvelle initiative aux responsables des États de l'Union
européenne en amont du sommet social de Göteborg, en novembre 2017. L'initiative a été approuvée
en décembre 2017 par le Conseil européen, qui a appelé à l'émergence d'au moins 20 «universités
européennes» d'ici à 2024; elle constitue une étape vers la création d'un espace européen de
l'éducation d'ici à 2025.
Élaboré en concertation avec les États membres, des établissements d'enseignement supérieur et des
organisations estudiantines, le concept des universités européennes a attiré les candidatures de
54 alliances représentant plus de 300 établissements d'enseignement supérieur issus des 28 États
membres et d'autres pays participant au programme Erasmus+. Ces alliances ont répondu à un appel
à «universités européennes» lancé en octobre 2018 dans le cadre d'Erasmus+.
L'enveloppe de 60 millions d'euros réservée à l'origine à cette nouvelle initiative Erasmus+ s'est étoffée
pour passer à 85 millions d'euros, afin de permettre le financement de 17 alliances au lieu des
12 initialement prévues.
