In June 2019, the Commission published the results of a Eurobarometer survey on the
knowledge of EU citizens about the Charter of Fundamental Rights of the European Union.
According to this survey, only 12% of these citizens "really know what the Charter of
Fundamental Rights is". Twenty years after its proclamation, the objective of this conference
is to examine the practical effectiveness of this instrument, which is presented as a pillar of
the European Union. What is the real impact of the Charter of Fundamental Rights on the
citizen? What are the practical weaknesses of this instrument? How to strengthen the
awareness of the civil society and the judicial actors in that regard? These will be, among
others, the questions that will be addressed by the conference. An interdisciplinary and
intersectoral approach, aimed at bringing together the views of experts from different
disciplines and of practitioners, will be adopted.
En juin 2019, la Commission publia les résultats d’une enquête Eurobaromètre sur la
connaissance qu’ont les citoyens de la Charte des droits fondamentaux de l’Union
européenne. Selon l’enquête, seuls 12% des citoyens « savent vraiment ce qu’est la Charte
des droits fondamentaux ». Vingt ans après sa proclamation, l’objectif de cette conférence
est d’examiner l’efficacité pratique de cet instrument, présenté comme étant l’un des piliers
de l’Union européenne, en interrogeant notamment les résultats de cette enquête. Quel est
l’impact réel de la Charte des droits fondamentaux sur le citoyen ? Quelles sont, en pratique,
les faiblesses de cet instrument ? Comment renforcer l’intérêt pour cet instrument de la part
de la société civile et des acteurs, notamment du monde judiciaire ? Telles seront entre
autres les questions qui seront abordées par les différents orateurs. Une approche
interdisciplinaire et intersectorielle, visant à croiser les regards d’experts de différentes
disciplines ainsi que de différents acteurs de terrain sera, dans ce cadre, adoptée.
