Rebuilding the 120-kV lines in Gatineau and L’Ange-Gardien G E N E R A L I N F O R M AT I O N • S e p te m b e r 2 0 1 4 Project description In order to modernize its electrical system, Hydro-Québec plans to rebuild the lines of its 120-kV network, mainly located in the city of Gatineau. Between the Vignan and Produits-Forestiers-Résolu substations in Gatineau, Hydro-Québec proposes rebuilding one of the two current lines and dismantling the other. In addition, the line section that stretches to Templeton substation, also located in Gatineau, will be rebuilt, as will the section between Templeton and Interconnexion-Maclaren substations, in the Masson-Angers sector of Gatineau. Commissioning will take place in 2018. Project justification Hydro-Québec must modernize and secure its high-voltage transmission system in order to maintain the quality of power supply for all of its residential and industrial customers in Gatineau and its surroundings. The company makes decisions based on the age, condition and performance of its high-voltage transmission system and its components. Hydro-Québec proposes dismantling and rebuilding the lines to better meet current standards, including resistance to ice-loading and heavy winds.
Defining the study area Hydro-Québec has defined a study area to take into account various technical and environmental issues related to rebuilding high-voltage lines. It covers an area of approximately 28 km2. It is mainly located in the city of Gatineau (24.5 km2) and occupies a smaller area (3.5 km2) in the southern part of the municipality of L’Ange-Gardien (MRC des Collines-de-l’Outaouais). From Vignan to Produits-Forestiers-Résolu substations, both located in the Gatineau sector, the study area covers 100 m on either side of the existing lines. In the eastern part of the Gatineau sector, the study area covers some 200 m on either side of the existing line given its orientation with respect to the built environment. Near Templeton substation, east of Boulevard Lorrain (Route 366), the study area widens to take into account the presence of Gatineau-Ottawa Executive Airport, in the eastern part of Gatineau. Widening the area simplifies the process of examining where the line 75°40' 75°35' to be rebuilt crosses Highway 50 in the Gatineau and Masson-Angers sectors in the city of Gatineau as well as in L’Ange-Gardien. Studies In the coming months, Hydro-Québec will carry out environmental inventories and technical surveys in the study area to better understand the host environment. Once these studies are completed, the project team will propose solutions for the rebuilding of these lines. The solutions will be subject to comparative analyses based on environmental, technical and economic criteria, as well as community concerns. This detailed analysis will be used to determine the solution with the least impact. Public participation Favorable reception from local communities is an essential condition for Hydro-Québec projects. As a result, the company will implement a public participation and consultation process to ensure that project studies are carried out in collaboration with the host communities. The company will thus be able to take into account the concerns and expectations expressed by the public and by key stakeholders so as to best adapt the project to local realities.
