The Ministry performs administrative and other tasks related to the effects of economic policy instruments and measures on the development of design services in construction and on construction services; operation of legal and natural persons in the field of construction, the Croatian Chamber of Architects and Engineers in Construction and other engineers involved in construction; monitoring and analysing the quality of construction and design services in construction; housing, housing policy; apartment and settlement construction; implementation of special housing programmes of the Government of the Republic of Croatia; policy, monitoring and improvement of the status in utility management, international cooperation in construction and housing. The Ministry performs tasks related to the participation of the Republic of Croatia in the work of bodies of the European Union in the fields of the Ministry's responsibility. Physical planning provides the conditions for use (governance), protection and management of the space of the Republic 3
Convention du Conseil de l'Europe sur le paysage of Croatia (hereinafter: the State), as a particularly valuable and limited national asset, and also creates the prerequisites for social and economic development, environment and nature protection, building excellence and rational use of natural and cultural goods. Spatial plans at the state level are the State plan for spatial development, spatial plan of a national park, spatial plan of a nature park, and other spatial plans of areas with special features the adoption of which is prescribed pursuant to the State plan for spatial development and urban development plan of a detached building area outside the settlement for economic and/or public purposes of state significance (hereinafter: the urban development plan of state significance). Ministry of Culture Ministry of Culture performs administrative and other tasks in the area of culture including in relation to the cultural heritage: research, study, monitoring, record-keeping, documenting and promoting cultural heritage; a central IT and documentary service; establishing the characteristics of protected cultural heritage; the prescription of measures to establish programmes of general application in culture in the Republic of Croatia; care, alignment and supervision of financial programmes for the protection of cultural heritage; establishing and supervising institutions which implement activities to protect cultural heritage; the assessment of working conditions for the activities of legal and physical persons in restoration, conservation and other cultural heritage activities; ensuring the prerequisites for the education and further training of expert workers in the field of protecting cultural heritage; confirming conditions for the use and purpose of cultural goods, and managing cultural goods in according with regulations; confirming special conditions for buildings for the protection of items of cultural heritage; and implementing inspectional tasks for the protection of cultural heritage.The Directorate for the Protection of Cultural Heritage has twenty conservation departments, which are responsible in their particular territory. Care for the overall cultural heritage - immovable, movable and intangible contribute to the landscape management. Ministry of Environment and Energy (MEE) The focus of the work carried out by the Ministry of Environment and Energy is to create conditions for sustainable development – development that meets the needs of the present without compromising the ability of future generations to meet their own needs. The scope of work of the Ministry includes task related to protection and conservation of the environment and nature in line with the sustainable development policy of the Republic of Croatia, as well as tasks related to water management and administrative and other tasks from the field of energy. MEE is implementing landscape policy through environmental legislation and procedures: Strategic Environmental Assessment and Environmental Impact Assessment. Strategic Environmental Assessment (SEA) and Environmental Impact Assessments (EIA) are a procedures prescribed by the Environmental Protection Act, Regulation on the strategic environmental assessment of strategy, plan and programme and the Regulation on environmental impact assessment. The Impact Assessment Study is developed for the SEA and EIA procedures. In this Study the impact of the strategy, plans, programmes and projects on the landscape is assessed. Nature Protection legislation and procedures regulates the system of protection and preservation of nature and its parts and other related issues.Nature Protection Act defines nature as overall biodiversity, landscape diversity and geodiversity. The Nature Protection Act includes the protection of landscapes, which combines the planning and implementation of measures to prevent unwanted changes, disturbance or destruction of significant and distinctive features of landscapes, by integrating nature protection requirements into the procedures of drafting physical planning documents and natural resource management plans and by prescribing protected area management plans. Protection of landscape diversity is also regulated through issuing nature protection requirements in the procedure of building permits issuance, approvals for activities in the protected area and through carrying appropriate assessment of the impact of the project, strategy, plans and programmes on the ecological network (Natura 2000) in line with provisions of the Nature Protection Act. As the City of Zagreb has both administrative roles as a big City and a county in the same time, here they develop Spatial plan of the City of Zagreb and urban development plan of a detached building area outside the settlement for economic and/or public purposes of county significance (hereinafter: the urban development plan of county significance). Spatial plans for Counties, are being developed by county authorities responsible for spatial planning together with County Institutes for Physical planning, and adopted by County Assembly.
