The Ministry of Construction and Physical Planning performs administrative and other tasks related to construction,
physical planning and housing, and participates in the development and implementation of programmes from European
Union funds and other forms of international assistance in these fields.
The Ministry also performs administrative and other tasks related to: physical planning in the Republic of Croatia and
coordination of regional physical development; planning, use and protection of space; international cooperation in
physical planning; physical planning inspectional tasks; spatial information system; monitoring of the status of space and
implementation of physical planning documents of the Republic of Croatia; location permits; cooperation in development
of physical planning documents of counties, cities and municipalities in order to ensure requirements for management,
protection and administration of space, and coordination of activities of state administration bodies participating in the
development, adoption and implementation of physical planning documents; ensuring requirements for development and
improvement of operation of legal and natural persons in the field of physical planning; settlement planning and
regulation of building land use.
The Ministry performs administrative and other tasks related to the effects of economic policy instruments and measures
on the development of design services in construction and on construction services; operation of legal and natural
persons in the field of construction, the Croatian Chamber of Architects and Engineers in Construction and other
engineers involved in construction; monitoring and analysing the quality of construction and design services in
construction; housing, housing policy; apartment and settlement construction; implementation of special housing
programmes of the Government of the Republic of Croatia; policy, monitoring and improvement of the status in utility
management, international cooperation in construction and housing.
The Ministry performs tasks related to the participation of the Republic of Croatia in the work of bodies of the European
Union in the fields of the Ministry's responsibility.
Physical planning provides the conditions for use (governance), protection and management of the space of the Republic

of Croatia (hereinafter: the State), as a particularly valuable and limited national asset, and also creates the prerequisites
for social and economic development, environment and nature protection, building excellence and rational use of natural
and cultural goods.
Spatial plans at the state level are the State plan for spatial development, spatial plan of a national park, spatial plan of a
nature park, and other spatial plans of areas with special features the adoption of which is prescribed pursuant to the
State plan for spatial development and urban development plan of a detached building area outside the settlement for
economic and/or public purposes of state significance (hereinafter: the urban development plan of state significance).
Ministry of Culture
Ministry of Culture performs administrative and other tasks in the area of culture including in relation to the cultural
heritage: research, study, monitoring, record-keeping, documenting and promoting cultural heritage; a central IT and
documentary service; establishing the characteristics of protected cultural heritage; the prescription of measures to
establish programmes of general application in culture in the Republic of Croatia; care, alignment and supervision of
financial programmes for the protection of cultural heritage; establishing and supervising institutions which implement
activities to protect cultural heritage; the assessment of working conditions for the activities of legal and physical persons
in restoration, conservation and other cultural heritage activities; ensuring the prerequisites for the education and
further training of expert workers in the field of protecting cultural heritage; confirming conditions for the use and
purpose of cultural goods, and managing cultural goods in according with regulations; confirming special conditions for
buildings for the protection of items of cultural heritage; and implementing inspectional tasks for the protection of
cultural heritage.The Directorate for the Protection of Cultural Heritage has twenty conservation departments, which are
responsible in their particular territory. Care for the overall cultural heritage - immovable, movable and intangible
contribute to the landscape management.
Ministry of Environment and Energy (MEE)
The focus of the work carried out by the Ministry of Environment and Energy is to create conditions for sustainable
development – development that meets the needs of the present without compromising the ability of future generations
to meet their own needs.
The scope of work of the Ministry includes task related to protection and conservation of the environment and nature in
line with the sustainable development policy of the Republic of Croatia, as well as tasks related to water management and
administrative and other tasks from the field of energy.
MEE is implementing landscape policy through environmental legislation and procedures: Strategic Environmental
Assessment and Environmental Impact Assessment.
Strategic Environmental Assessment (SEA) and Environmental Impact Assessments (EIA) are a procedures prescribed by
the Environmental Protection Act, Regulation on the strategic environmental assessment of strategy, plan and programme
and the Regulation on environmental impact assessment. The Impact Assessment Study is developed for the SEA and EIA
procedures. In this Study the impact of the strategy, plans, programmes and projects on the landscape is assessed.
Nature Protection legislation and procedures regulates the system of protection and preservation of nature and its parts
and other related issues.Nature Protection Act defines nature as overall biodiversity, landscape diversity and
geodiversity.
The Nature Protection Act includes the protection of landscapes, which combines the planning and implementation of
measures to prevent unwanted changes, disturbance or destruction of significant and distinctive features of landscapes,
by integrating nature protection requirements into the procedures of drafting physical planning documents and natural
resource management plans and by prescribing protected area management plans.
Protection of landscape diversity is also regulated through issuing nature protection requirements in the procedure of
building permits issuance, approvals for activities in the protected area and through carrying appropriate assessment of
the impact of the project, strategy, plans and programmes on the ecological network (Natura 2000) in line with
provisions of the Nature Protection Act.

They are usualy responsible for physical planning as well. They prepare all the important studies including landscape
studies as optional. As the City of Zagreb has both administrative roles as a big City and a county in the same time, here
they develop Spatial plan of the City of Zagreb and urban development plan of a detached building area outside the
settlement for economic and/or public purposes of county significance (hereinafter: the urban development plan of
county significance).
Spatial plans for Counties, are being developed by county authorities responsible for spatial planning together with
County Institutes for Physical planning, and adopted by County Assembly.

The Department carries out professional and administrative tasks of research, documentation and protection of
immovable cultural assets, including: individually protected immovable cultural properties and complexes, cultural-
historical and landscape landscapes. Coordinates the development of spatial planning documentation in areas containing
cultural goods. Professional and administrative work is carried out to produce the documentation necessary for the
protection, monitoring and identification of immovable cultural property, proposals for their protection and conservation
program, to establish the priority of protection works, and to provide professional supervision over the restoration and
conservation works. The methodological bases, standards, criteria, guidelines and measures for the protection of

Activités
The main activity is focused on the preservation and improvement of cultural, historical, environmental, social and
economic values, as well as on the overall and sustainable development of the villages and small towns of Croatia. It
works by networking human resources, ideas, activities, knowledge, practice. The association operates throughout
Croatia and links members, experts and all interested parties, as well as representatives of institutions, state
administrations, and regional and local governments, for the purpose of the integral and sustainable development and
protection of heritage in the rural area.

Landscape is part of space whose character is the result of interaction between natural and / or human factors
Aticle 7)
(1) In the planning and arrangement of space and in the planning and use of natural resources, the preservation of
significant and characteristic features of the landscape is ensured, based on their linear or continuous structure or
function essential for the migration, spread and genetic exchange of wild species.(2) Landscape protection implies the
planning and implementation of measures to prevent unwanted changes, disturbance or destruction of significant and
characteristic features of landscapes, including those based on their linear and continuous structure and functions
essential for the migration, spread and genetic exchange of species, their diversity, exceptionality and cultural values, and
enabling sustainable multifunctional and / or traditional ways of using landscapes.(3) Landscape protection referred to in
paragraph 2 of this Article shall be based on the classification of landscapes according to their natural and / or created
characteristics in landscape types and the structuring of interconnected and multifunctional networks of green /
landscape infrastructure at local, regional and national level.(4) The protection of landscapes referred to in paragraphs 2
and 3 of this Article shall be carried out by integrating into the procedures for the preparation of physical planning
documents as well as the management plans for natural resources.

Law on the Protection and Preservation of Cultural Property
Description
An important starting point for preserving landscape is the overall cultural heritage, immovable, movable and immaterial,
for which research, study, monitoring, recording, documentation and elaboration of the basis for determining the
properties of the cultural property are carried out. The main instruments of protection are: 1. system of protection
measures for the of cultural properties, and 2. Conservation Study - the key instrument for landscape planning
established by the conservation department, contains general and special conditions for the protection and preservation
of cultural goods.
Public participation is ensured through the process of making spatial planning documentation.
The Ministry of Culture provides funding for programs for the protection and preservation of cultural heritage as well as
for the educational programs and promotion of cultural heritage. There are twenty Conservation Departments
responsible on their territory for all activities related to cultural heritage.

Landscape diversity is a component of nature, therefore provisions of the law contribute also to the protection,

Cooperation on Landscape topic was established among Faculty of Architecture, Faculty of Agriculture and Croatian
Institute for Spatial Development on development of the Study: "Landscape as spatial development factor" for Spatial
Development Strategy of the Republic of Croatia. This study was presented in public and everybody was invited to take
part in a discussion or send some comment or suggestion. Such procedure isn`t prescribed by any regulation, but
apeared to be useful.
The same way, some counties that had developped landscape studies for the county spatial development plans also
presented them together with draft of a plan during public debate and got some feed back (Spatial Plan for Dubrovnik-
Neretva County, Spatial plan for Primorje - Gorski Kotar County…)
