The European Council under the Lisbon Treaty : how has the institution evolved since 2009? Suzana Anghel ; Ralf Drachenberg ; European Parliamentary Research Service European Parliament , 2019 Online access "On 1 December 2009, with the coming into force of the Treaty of Lisbon, the European Council became a formal EU institution. Ten years later, the European Council is seen by many as representing the centre of gravity of the EU's institutional framework. However, was this development purely the result of the changes to the Treaties made with Lisbon or did it happen naturally over time? This study analyses both the formal changes brought about by the Lisbon Treaty and the incremental evolution resulting from the institution's day-to-day practice, including the European Council's behaviour during the various crises of the last decade." This book presents a comprehensive and critical assessment of the EU’s engagement with other international institutions, examining both the EU’s representation and cooperation as well as the influence of these bodies on the development of EU law and policy." Growth is steady, employment is up and investment is recovering. But in other ways, the new leadership confronts formidable challenges. This set of 16 memos assesses the state of affairs and the main challenges for the incoming commissioners and presidents, and provides them with concrete policy recommendations." How negotiations end I. William Zartman Cambridge : Cambridge University Press , 2019 Available at Council Library Learning Resources Collection (NEG-0263) "Whilst past studies have examined when and how negotiations begin, and how wars end, this is the first full-length work to analyze the closing phase of negotiations. It identifies endgame as a definable phase in negotiation, with specific characteristics, as the parties involved sense that the end is in sight and decide whether or not they want to reach it. A number of specific cases are examined to illustrate this analysis, including Colombian negotiations with the FARC, Greece and the EU, Iran nuclear proliferation, French friendship treaties with Germany and Algeria, Chinese business negotiations, and trade negotiations in Asia." Narrative economics : how stories go viral and drive major economic events Robert J Shiller author. Princeton : Princeton University Press , 2019 Available at Council Library Main Collection (105786) "In a world in which internet troll farms attempt to influence foreign elections, can we afford to ignore the power of viral stories to affect economies? In this groundbreaking book, Nobel Prize–winning economist and New York Times bestselling author Robert Shiller offers a new way to think about the economy and economic change. Using a rich array of historical examples and data, Shiller argues that studying popular stories that affect individual and collective economic behavior―what he calls "narrative economics"―has the potential to vastly improve our ability to predict, prepare for, and lessen the damage of financial crises, recessions, depressions, and other major economic events." The great firewall of China : how to build and control an alternative version of the internet James Griffiths London : Zed , 2019 Available at Council Library Main Collection (105788) "China’s ‘Great Firewall’ has evolved into the most sophisticated system of online censorship in the world. Even as the Chinese internet grows and online businesses thrive, speech is controlled, dissent quashed, and any attempts to organize outside the official Communist Party are quickly stamped out. As censorship, distortion, and fake news gain traction around the world, James Griffiths takes a look inside the Great Firewall and explores just how far it has spread."
