FPA / Copernicus User Uptake
« Framework Partnership Agreement » (FPA) signé entre la CE et le consortium de partenaires
d’États-Membres participant au Programme Copernicus
Objectifs : Promotion et développement de l’utilisation des données et services Copernicus
. Développement d'un marché aval : services / produits / applications, …
48 partenaires issus de 23 Etats Membres. Coordination DLR.
Le CNES est un des 4 partenaires français du projet (avec CNRS, MTES et MESRI) et à ce titre
porte de nombreuses actions.

FPA Comment ça marche ?
La démarche est « bottom-up » : les actions sont proposées par les partenaires, puis acceptées
ou pas par la commission européenne. En cas d’acceptation, elles sont ensuite réalisées par les
partenaires et financées par la commission à hauteur de 84%.

3. Réalisation des actions
Un partenaire peut relayer des propositions provenant d’autres acteurs, non membre du
consortium.
A ce titre, le CNES propose soit des actions en propre, soit des actions qui lui sont proposées par
les membres des réseaux « Copernicus Academy » & « Copernicus Relay ». Le CNES
transmets ces propositions d’actions vers la CE et (lorsqu’elles sont acceptées) les finance en
retour via des contrats de sous-traitance, tout en en gardant le contrôle et la responsabilité.

Types d’actions soutenues par le Projet
Actions de Promotion : faire connaitre, communiquer sur le programme Copernicus et sur le
potentiel des applications qu’il permet. Organisation d’événements, communication (fiche, web,
…), …
Actions de Formation : organiser des formations ciblées à destinations d’utilisateurs potentiels,
dans les différents domaines d’application : agriculture, géomatique, environnement,
aménagement du territoire, …
Actions de Dialogue avec les Utilisateurs : connaitre les besoins, enquêtes utilisateurs, …
Action encourageant le développement de Services Opérationnels et/ou Commerciaux utilisant
des données Copernicus :
Développement, Démonstrations, Services pilotes
Recherche de modèles économiques
Organisation de concours ou de « Challenges d’Innovation », visant le développement de
services utilisant des données Copernicus :

4Participation du CNES au sein du Projet Le CNES participe au Projet “Caroline HERSCHEL” en partenariat avec les “Copernicus Academies” et les “Copernicus Relays” de France (~ 20 entités), et en coordination avec le CNRS, le MTES et le MESRI. La participation du CNES au Projet s’inscrit pleinement dans le cadre et la logique du programme “Connect by CNES” qui vise à “connecter” les solutions spatiales avec les différents secteurs économiques (assurance, santé, marine, agriculture, …)
